ROME (ITALPRESS) – The National Recovery and Resilience Plan presents steps forward towards achieving the objectives of the United Nations 2030 Agenda but also contains criticalities that require urgent and significant interventions to be overcome. Asvis, the Italian Alliance for Sustainable Development, analyzed the government document, evaluating its lights and shadows. Pierluigi Stefanini, president of Asvis, presented the Report “The PNRR and the 2030 Agenda” prepared by about 800 experts, expression of the over 300 organizations and networks belonging to the Alliance – which classified and assessed the interventions and reforms of the Plan according to the Target ‘Agenda 2030. “The government document undoubtedly presents many elements of considerable importance, it is a very important and innovative document compared to the past, there is an improvement compared to that of the previous government – said Stefanini -. The NRR is very broad and we want to underline that there is a need to increase the integrated vision: all digital investments must have an interest in contributing to the ecological transition, we recommend that the measures envisaged for simplification and red tape are consistent with the European principle of do no harm to the environment and respectful of the rules on safety at work and the fight against organized crime “. This analysis makes it possible to evaluate the direction of Italy over time, also useful in order to calibrate the actions to be taken to achieve the Targets. The result is not very comforting, according to Asvis: for two objectives, organic crops and the recycling rate, the trends are in agreement with the achievement of the Target. Also for two others, mortality from non-communicable diseases and early exit from the training system, Italy behaves quite positively. For 8, on the other hand, the country shows a contradiction between the short and long term. But for as many as 14 it is clear that the objectives set will not be achieved. For 4 even of primary importance – participation in kindergarten; efficiency of water networks; disposable income inequality; public transport offer – Italy is moving away from the objectives of the 2030 Agenda. For Asvis it is “positive that the Missions have been more focused on making better use of resources. That a greater effort has been made to fully grasp the transversality of the three themes: young people, the South and gender equality, knowing full well that much will depend on the development of projects and reforms. That in addition to the NRPR, other national and European sources of funding have been contemplated. That justice reforms have been added , of the Public Administration, competition and simplification, as ASviS had already wished in recent months. But now it will be necessary to see how they will be implemented. And in particular, in terms of simplification of procedures for investments in the construction sector, it is absolutely essential that take place in full compliance with the environmental protection regulations and the rights and health of workers however, there are no criticisms. Certainly, in the Pnrr there are no references to the SDGs, the objectives of the 2030 Agenda, which according to the ASviS should constitute a privileged reference framework to ensure that short-term actions are motivated by long-term objectives. The Alliance therefore asks that the SDGs be included in the implementation phase for each Ministry, Region, Local Authority. Among the other criticisms noted, the lack of many details of the interventions, not yet made public; the lack of system elements for the transformation of the production system in line with the European Green Deal; the lack of initiatives to ensure the permanent participation of civil society. Furthermore, the macroeconomic assessments up to 2026 are formulated without specifying how and under what conditions the investments and reforms envisaged will guarantee lasting results over time. And finally, it should be emphasized that despite the premises, the Plan will not reverse the negative trend for many targets of the 2030 Agenda such as the degradation of ecosystems and land consumption. Among the proposals, the organization of a national conference on sustainable development and the preparation of an annual law for sustainable development to be approved each year by June. The ministers for the South, Mara Carfagna, and for Youth Policies, Fabiana Dandone went into detail on the plan. For Carfagna “our action will be the more effective the more we succeed in intervening with reforms, from those on simplifications to that on justice, reforms that will also allow the South to make a leap forward in spending capacity compared to the past”. Dadone recalled how this plan responds to the needs of the new generations even though I would have wanted more resources, but this plan is all for them.
