[Epoch Times September 23, 2021]On September 3, Liu Hong, former deputy secretary of the Liaoning Provincial Political and Legal Committee and director of the Provincial Stability Maintenance Office (“610”), was appointed as the Secretary of the Political and Legal Committee of the Dalian Municipal Party Committee and Director of the Office of the National Security Committee of the Municipal Party Committee .
According to Minghui.com, Liu Hong was directly responsible for at least 127 Falun Gong practitioners who were persecuted to death and at least 721 Falun Gong practitioners who were unjustly convicted during his tenure as director of the “610” in Liaoning Province.
The Political and Legal Committee of the Communist Party of China is in charge of the power of life and death of the Department of Public Security, Prosecution and Justice. It directly obeyed Jiang Zemin’s orders and instructed the “610” office that specializes in persecuting Falun Gong to brutalize Falun Gong practitioners.
The “610” office is an illegal organization specially set up by Jiang Zemin to persecute Falun Gong. It is above the government and the law and uses the public, procuratorate, and judicial departments to persecute Falun Gong.
According to Minghui.com, on the 20th anniversary of the anti-persecution of Falun Gong practitioners (July 20, 2019), Falun Gong practitioners submitted the list of the first batch of villains such as Liu Yunshan and Liu Hong to the U.S. State Department, demanding sanctions on the persecutors. Officials from the US State Department informed that in recent years, many CCP personnel have been denied entry to the United States due to the persecution of Falun Gong.
Liu Hong, Han nationality, was born in December 1965. In 2011, he served as the deputy secretary of the Political and Legal Committee of the Liaoning Provincial Party Committee of the Communist Party of China and the director of the Liaoning Provincial Office of Prevention and Handling of Cult Issues; in January 2018, he served as the deputy secretary of the Fuxin Municipal Party Committee of Liaoning Province.
Since the CCP began to persecute Falun Gong in 1999, Liaoning Province has been the hardest hit area for the persecution of Falun Gong. According to incomplete statistics from Minghui.com, as of September 12, 2021, 586 Falun Gong practitioners have been tortured to death in Liaoning.
During the seven years when Liu Hong served as the Deputy Secretary of the Political and Legal Committee of Liaoning Province and Director of the Provincial Stability Maintenance Office, 127 Falun Gong practitioners in Liaoning Province were tortured to death, accounting for 21.67% of the total deaths caused by the persecution in Liaoning Province.

During his tenure as the director of the “610” Office of Liaoning Province (2011-2017), Liu Hong personally directed and manipulated various levels of political and legal commissions, “610”, National Security, National Security, Public Procuratorate and Law Departments in the persecution of Falun Gong practitioners against Falun Gong practitioners. Ding Zhenfang was poisoned by drugs
Ding Zhenfang, 61 years old at the time, was kidnapped by Tian Li, deputy director of the Kuiying Street Police Station and others on August 16, 2007. He was sentenced to eight years and detained in the Liaoning Provincial Women’s Prison.
Prison guard Li Heqiao used all the torture in the prison to torture Ding Zhenfang, leaving her with only three or four teeth, and she developed high blood pressure, heart disease, and cerebral thrombosis. She has always adhered to her faith.
At the end of 2008, Li Heqiao hung her on the heating pipe for seven days and nights and beat her severely until she was dying.
In March 2010, when Ding Zhenfang’s husband visited, she was carried out on a stretcher. She said to her husband: “It seems that I have to die here. They beat me every day.” Her husband asked for bail, and the prison guards said that he could not be released unless he gave up his faith.
On August 1, 2011, the prison was afraid that Ding Zhenfang would expose all the evil things done by the prison when she returned home and poisoned her to death with drugs.
Wife and children were driven crazy, Zhao Fei was forced to death
Dalian Falun Gong practitioner Zhao Fei was illegally re-education through labor three times, detained five times, and was subjected to forced brainwashing once.
In the summer of 2007, after Zhao Fei was abducted to Masanjia Labor Camp, the police shocked sensitive parts of his body with electric batons and beat him to paralysis in the lower limbs. The hospital diagnosed him with aplastic anemia (blood cancer).
In order to shirk the blame, the labor camp asked the community members of Zhao Fei’s location to pick him up. When he was released from prison, he was dying and skinny. There were electric burns all over his body, bleeding with pus and blood; the white bones at the tailbone were exposed, and the ulcer could accommodate a walnut.
In September 2010, Zhao Fei received multiple subpoena calls from the Dalian court, asking him to go to the court to get a subpoena. He was forced to drag his disabled body into displacement, and then died unjustly on December 31, 2011, at the age of 54.
Zhao Fei’s wife, He Chunyan, was kidnapped, ransacked and re-education through labor by the CCP many times.
When his son Zhao Yuan was in elementary school, he was frightened, discriminated against by teachers and students, and abused and beaten by his classmates. A child who was smart and eager to learn became crazy. Even so, CCP lawbreakers continue to harass them.
Sun Jingmei and his wife passed away unjustly during the persecution
On January 19, 2006, Falun Gong practitioner Sun Jingmei and her husband Zhu Benfu were successively kidnapped by Dalian National Security Agency, and both were sentenced to seven years in vain. Sun Jingmei was taken to Liaoning Provincial Women’s Prison, and Zhu Benfu was taken to Yingkou Prison.
Sun Jingmei was beaten, stripped naked, and shut down (a cold, small room dedicated to persecuting Falun Gong practitioners) for 42 days. The prison guards instructed the prisoner to not allow her to sleep for half a month.
Between July and August 2006, Sun Jingmei was gang-beaten by the wicked. In the prison water room, four or five inmates used wooden stools to slam Sun Jingmei from behind. Her waist was broken, her legs were crippled, and her eyesight was reduced.
In January 2013, when the injustice period expired, Sun Jingmei returned home. On April 16, 2017, she was tortured and passed away at the age of 61.
Zhu Benfu was persecuted in the prison with gray hair and black spots on his body. After he was released from prison, he often felt uncomfortable on his chest, accompanied by coughing and other symptoms, and was constantly harassed by the police. He died unjustly on October 28, 2019.
At least 721 Falun Gong practitioners were illegally sentenced
According to incomplete statistics reported by Minghui.com: During Liu Hong’s 7-year tenure, from 2013 to 2017, at least 721 Falun Gong practitioners were illegally sentenced in Liaoning Province. Liaoning has become the province with the most serious unjust convictions over the years.
In 2016, 47 Falun Gong practitioners in Liaoning Province were illegally sentenced for prosecuting Jiang Zemin, the culprit of the persecution of Falun Gong. Liaoning is the province with the most unjust convictions in this case against Jiang.
Dalian Associate Professor Liu Ronghua was illegally sentenced to 10 years in prison
Liu Ronghua, former associate professor at Dalian Fisheries School, after practicing Falun Gong in 1998, he required himself to be physically and mentally healthy and morally healthy after practicing Falun Gong in 1998. He worked conscientiously in his unit. Her article has been published in “Encyclopedia of China”.
In October 2009, Liu Ronghua was illegally re-education through labor for 2 years. In September 2011, three days before the expiration of the labor camp, she was abducted from the Masanjia Forced Labor Camp to Dalian by the Taoyuan Street Police Station in Dalian, and was then falsely sentenced to 10 years.
In Masanjia Nursing Home, she was hanged in a water room for 21 days, causing bone mutilation on her left wrist.
According to Minghui.com’s article “More than 20,000 people suffered bad luck during the 19 years of persecuting Falun Gong”, more than 20,000 people who participated in the persecution of Falun Gong have suffered bad luck. A total of 764 people in the entire political and legal commission system suffered bad luck, and a total of 1,614 people in the entire “610” system suffered bad luck.

Wang Qingguo,The deputy director of the Public Security Department of Liaoning Province, died of pancreatic cancer on September 30, 2014, at the age of 49. During his lifetime, he directed the kidnapping of nearly 80 Falun Gong practitioners in Dalian and other areas on the grounds that they installed New Tang Dynasty TV satellite receivers for Dalian citizens (to watch the truth about being blocked by the CCP), calling the “Dalian Anguo Case” and about 20 people were illegally Sentenced, nearly 20 people were illegally re-education through labor.
Li Wei,The president of the Dalian Intermediate Court was “double-opened” on January 15, 2015. For many years, he succumbed to the instructions of the CCP Political and Legal Committee and the “610” and spared no effort to frame and sentence Falun Gong practitioners.
Hu Jiageng, Secretary of the Political and Legal Committee of Zhongshan District, Dalian, was killed on July 25, 2014, at the age of 52. He is the main planner and executor of the “Dalian Anguo Case”. Under his command, the Zhongshan District Public Security Bureau kidnapped nearly forty Falun Gong practitioners, 11 of whom were illegally sentenced.
In addition, the persecutors of the Chinese Communist Party also face international sanctions. After the United States passed the Global Magnitsky Human Rights Accountability Act in 2016, Canada, the United Kingdom, and the 27 EU countries now have similar laws to follow.
On May 12, 2021, the U.S. State Department announced sanctions against Yu Hui, the former “610” director of Chengdu, Sichuan.
