According to official media, Ma Guoqiang was by-election as deputy director of the Standing Committee of the Provincial People’s Congress at the Hubei Provincial People’s Congress on January 23.
Ma Guoqiang, 58 years old, joined Shanghai Baosteel Group in 1995, and successively served as deputy director of Baosteel’s capital department, deputy director and director of the planning and finance department, and deputy general manager of Baosteel Group Corporation. In March 2001, he served as Deputy General Manager and Chief Accountant of Baosteel Group Co., Ltd. In January 2006, he served as a member of the Standing Committee of the Party Committee and Deputy General Manager of Baosteel Group Co., Ltd., and in June 2008, he served as a director of Guangdong Iron and Steel Group Co., Ltd. In June 2015, he served as Chairman and Secretary of the Party Committee of Wuhan Iron and Steel (Group) Company. In October 2016, he served as Chairman and Secretary of the Party Committee of the newly established China Baowu Iron and Steel Group Co., Ltd.
On March 26, 2018, Ma Guoqiang succeeded Chen Yixin, who was promoted to Secretary General of the Political and Legal Committee of the Central Committee of the Communist Party of China, as Deputy Secretary of the Hubei Provincial Committee of the Communist Party of China; on July 20 of the same year, he concurrently served as the Secretary of the Wuhan Municipal Committee of the Communist Party of China.
At the beginning of 2020, the epidemic broke out in Wuhan. On January 6, Ma Guoqiang, then deputy secretary of the Hubei Provincial Party Committee of the Communist Party of China and secretary of the Wuhan Municipal Party Committee, resigned as director of the Wuhan Municipal People’s Congress. Since then, he has also been criticized by netizens for his poor epidemic prevention and other issues. After the outbreak, Ma Guoqiang, secretary of the municipal party committee, did not attend a press conference for the first time until January 28 to answer questions from reporters.

In reporting to Xi Jinping, what Ma Guoqiang actually meant was that the Wuhan local government did not take strong measures earlier because it was not authorized and the central government did not allow it. This is consistent with Zhou Xianwang’s public statement at the time.
About 2 weeks after Ma Guoqiang tried to dump Xi Jinping, on February 13, 2020, it was officially announced that Ma Guoqiang would no longer serve as deputy secretary, standing committee member, member of the Hubei Provincial Party Committee and Secretary of the Wuhan Municipal Party Committee; on August 24 last year, Ma Guoqiang took the position of Hubei Provincial Party Committee Provincial People’s Congress Standing Committee members attended the meeting.
