 1. The basic situation of the census

According to the “Statistic Law of the People’s Republic of China” and the “Regulations on the National Census”, our district carried out the seventh national census with zero o’clock on November 1, 2020 as the standard time. The population census has fully investigated the number, structure, and distribution of the population in our district, and fully grasped the trend of population growth, changes in the floating population, and the education level of the population in our district, in order to improve our district’s population development strategies and policies. System, formulate economic and social development plans, promote high-quality development and provide accurate statistical information support.

The party committee and government of the autonomous region attach great importance to the work of the seventh national census. A total of 1,529 census agencies have been established at the prefecture, county, and township levels, and 137,000 census personnel have been selected and recruited. Census agencies at all levels and the majority of census personnel actively overcome the impact of the new crown pneumonia epidemic, conducted a comprehensive census of all households and populations in the region, and successfully completed the task of household registration for the census.

The seventh national census adopted electronic data collection for the first time. Data was collected on-site and reported in real time to minimize errors in intermediate links. The application of big data such as departmental administrative records and electricity and mobile phones has been strengthened, and the quality and efficiency of the census work has been improved. Adopt various methods to increase propaganda, and the propaganda slogans such as “big country name, no you can’t do” are deeply rooted in the hearts of the people. The autonomous region’s population census work is carried out in accordance with the law, earnestly implements the requirements of the census plan, strictly implements the quality control system, and efficiently completes the census data comparison and review. Effectively guarantee the materials for the census, and standardize the distribution of subsidies for census workers. The Census Office of the State Council sent a random inspection team to conduct post-mortem quality inspections in 8 census communities in 4 counties (cities, districts) in our district.   2. The main data of the census

According to the results of the seventh national census, the permanent population of our district will be[2]The basic information is announced as follows:

(1) Population of the whole district

Among the 31 provinces (autonomous regions and municipalities directly under the Central Government), the permanent population of our district has risen from the 25th in the sixth national census in 2010 to the 21st.

Population growth: Compared with the 21,813,334 people in the sixth national census in 2010, the permanent population of the whole district increased by 40,039,011, a growth rate of 18.52%, and an average annual growth rate of 1.71%, which was 13.14 percentage points higher than the national average. Statistics show that in recent years, Xinjiang’s economic and social development has fully released its stability dividends, attracting a large number of talents to invest in Xinjiang and promoting steady population growth.

3. Ethnic population:

Among the permanent residents of the district, the Han population is 10,920,098, accounting for 42.24%; the ethnic minority population is 14,932,247, accounting for 57.76%, of which: Uygur population is 11,624,257, accounting for 44.96% of the total population, accounting for 77.85% of the minority population . Compared with the sixth national census in 2010, the ethnic minority population increased by 18,65061, an increase of 14.27%, and the growth rate was 4.01 percentage points higher than the national minority population growth rate of 10.26%. The population of all ethnic groups in our region has grown steadily, which fully reflects the overall development and progress of all ethnic groups under the leadership of the Communist Party of China.

Compared with the sixth national census, the total population increased by 4.039 million in the seventh national census. The Han population increased by 2.174 million, of which: inter-provincial inflow increased by 1.948 million; Uyghur population increased by 1.623 million, an increase of 16.2%.

(2) Regional population

Among the 14 prefectures, states, and cities, 5 have a population of more than 2 million people, 3 have a population between 1 million and 2 million, and 4 have a population between 500,000 and 1 million. There are 2 prefectures, prefectures, and cities with a population of less than 500,000. The relevant data on the permanent population of 14 prefectures, prefectures and cities in our district at zero hour on November 1, 2020 are as follows.

(4) Age composition of the population

Compared with the national average, the proportion of children aged 0-14 in our district is 4.51% higher than the national 17.95%; the proportion of the working-age population aged 15-59 is 2.91% higher than the national 63.35%; 60 years old and above The proportion of the elderly population in China is 7.42 percentage points lower than the national 18.7%, and the aging degree of the population is relatively low.

(5) Educational status of the population

1. Educational level population: Among the permanent residents in the district, the population with university (referring to college and above) education level is 4,274,826; the population with high school (including technical secondary school) education is 3,414,458; the population with junior high school education is 8158620 The population with a primary education level is 7,343,482 (people with various educational levels above include graduates, undergraduates and students from various schools). Compared with the sixth national census in 2010, the number of people with university education per 100,000 people rose from 10,635 to 16,536; those with high school education rose from 11,582 to 13,208; those with junior high school education rose from 36,096 The number of people dropped to 31,559; the number of people with primary school education dropped from 30,075 to 28,405.
