This means that after Beijing issued the country’s first “implementation of the national’three-child’ policy in the distribution of public rental housing” in August, the policy was officially implemented.
As a housing supporting measure of the “three-child” policy, public rental housing was first applied. Multi-child families can be directly equipped with large and medium-sized public rental housing
In Beijing, where housing prices are high, public rental housing with stable rental terms and cheap rents has always been in a state of “more porridge and less porridge”. “Direct renting public rental housing” is undoubtedly a reassurance for families with many children who just need them.
In August of this year, the Beijing Municipal Commission of Housing and Urban-Rural Development issued the “Notice on Strengthening the Eligibility Review and Distribution Management of Public Rental Housing” (hereinafter referred to as the “Notice”), and for the first time proposed that in order to implement the national “three-child” policy, it stipulates that in the future, it will be required to file for public rental housing. Two months later, Chaoyang District became the first urban area in Beijing to land the “Notice”.
The Chaoyang District’s current housing selection plan is clear, combined with the actual situation of Chaoyang District, for families with a large number of minor children who have obtained public rental housing registration qualifications and have not yet allocated rental allocations, they will directly issue housing selection notices to organize the selection of houses.
What is “public rental housing registration qualification”? It is understood that currently, Beijing has achieved tiered guarantees for housing leasing, including public rental housing, market rental subsidies, and affordable rental housing.
Among them, applicants with Beijing household registration have a per capita housing area of less than 15 square meters (inclusive); families with 3 or less have an annual income of less than 100,000 yuan (inclusive), and families with 4 or more have an annual income of 130,000 yuan (inclusive) ) The following are in compliance with the application requirements for Beijing public rental housing.
Families with “large numbers of minor children” refer to families with two or more minor children. At present, nearly 3,000 such families in the city are still queuing for public rental housing.
According to the “Announcement”, as of the end of last month, there were 175 families in Chaoyang District who were waiting for “a large number of minor children”. They will organize house selection by directly issuing house selection notices.
The relevant staff of the Beijing Municipal Affordable Housing Construction and Investment Center confirmed to China Business News that in order to meet the rigid needs of multi-child families, the two public rental housing projects in Chaoyang District, Beijing-Yanbao·Beijiaojiayuan and Yanbao Bao·Shuangqiao Homes are all large and medium-sized houses.
Among them, the Yanbao·Beijiaojiayuan project is located on Chemical Road, Coking Plant, Fatou District, Chaoyang District. The housing area ranges from 56.60 to 65.23 square meters, and the rent is 60 yuan per square meter per month; while Yanbao·Shuangqiao The home project is located at Shuangqiao Middle Road, Heizhuanghu Township, Chaoyang District. The housing area ranges from 46.47 to 52.22 square meters, and the rent is 42 yuan per square meter per month. Taking a 56.60 square meter two-bedroom apartment as an example, the monthly rent is 3396 yuan.
It is worth noting that, according to the “Notice on Improving the Public Rental Housing Rent Subsidy Policy” issued by the Beijing Housing and Urban-rural Development Commission, “the upper limit of the subsidized building area of public rental housing is 60 square meters. Promote differentiated leasing and house purchase discounts in many places
Many analysts believe that Beijing is undoubtedly ahead of the country in terms of the combination of public rental housing allocation and the “three-child” policy. According to the “Decision on Optimizing Fertility Policies to Promote Long-term and Balanced Population Development” issued by the Central Committee of the Communist Party of China and the State Council on July 20, support policies such as taxation and housing need to be strengthened in order to reduce the cost of childbirth, parenting and education.
Among them, when the local government allocates public rental housing, it can give proper care to families that meet the local housing security conditions and have minor children in the selection of house types according to the number of minor children. Local governments can study and formulate preferential policies for the implementation of differentiated rental and housing purchases based on the burden of raising minor children.
Subsequently, Beijing, Fujian, Anhui, Gansu and other provinces and cities have successively introduced new policies for differentiated leasing and housing purchase discounts.

Linze County, Zhangye, Gansu Province, in the “Implementation Opinions on Optimizing Fertility Policies to Promote Long-term and Balanced Population Development”, for the first time clarified the housing subsidy policy for “three-child” families.
