Military museums, the relaunch focuses on private management

Military museums try the path of valorisation by calling private individuals. A bit like it has already happened for state cultural sites. With the difference that the military ones are realities not known as they deserve: they remain places for insiders, despite the fact that they guard a precious and interesting part of our history and are often hosted in places of architectural and urbanistic value.

It is sufficient to enter the Historical Institute of Military Engineers, on the Lungotevere della Vittoria in Rome, to realize this. This museum is one of the five that Difesa Servizi – the in-house company of the Ministry of Defense that deals with enhancing assets with stars: from brands to real estate – has decided to put on the market. The other four are: the museum of the Grenadiers of Sardinia, that of the Infantry (the two institutes are located in the same space and are part of a single project), that of the Motorization and the Naval Technical Museum. The latter is the only one that is not found in the capital but in La Spezia.

Also open to tourist flows

The goal is to revitalize these structures and then introduce them into the circuit of state museums in order to open them to tourist flows. And this thanks to an agreement signed in 2016 by Difesa Servizi with the Ministry of Culture. The project is part of the Valore Paese Italia initiative, activated by the State Property Agency in collaboration with the Ministry of Culture and the Ministry of Defense to relaunch sustainable tourism through the recovery of disused but fascinating public buildings.

The announcement in the Gazzetta

In the first phase, a notice – published in the Official Gazette, V special series, Contratti public, n. 36 today – thanks to which private individuals interested in the five military museums will be able to come forward and express their interest. A public tender will follow through which the museums will be awarded to the highest bidder. The instrument chosen is that of project finance: candidates must submit a technical and financial plan where, in the face of assuming the burden of recovery or adaptation interventions, they will be able to focus on profitable investments: from the ticket office to bookshops or restaurants and to the cafeterias where spaces allow it, to the rental of the museum spaces for events.

The concession will have a duration of no less than 6 years and no more than 12 and will take place under the supervision of the Defense, starting from the fact that the director of the museum exhibition will remain a soldier. If the initiative is successful, nine more museums are waiting.
