Ministry of Commerce Continues to Promote “24 Foreign Investment Articles” Implementation

At a recent press conference, Ministry of Commerce spokesperson He Yadong announced that the Ministry will continue to work with relevant departments and localities to promote the implementation of the “24 Foreign Investment Articles”. These articles, also known as “The State Council’s Regulations on Foreign Investment”, aim to optimize the foreign investment environment and attract more foreign investment to China.

The Ministry of Commerce recently held a roundtable to interpret the implementation of these articles, with representatives from 9 foreign business associations in China and over 60 foreign-invested enterprises in attendance. The meeting focused on listening to the concerns and demands of foreign-invested enterprises regarding China’s business environment and sharing the progress made in implementing the articles.

During the meeting, the European Chamber of Commerce in China expressed their excitement about the significance of the “24 Foreign Investment Regulations” for European enterprises. The Japan Chamber of Commerce in China reported improved operating conditions for Japanese companies in China and expressed satisfaction with the business environment. American and Korean chambers of commerce also stated that companies from their respective countries have stable expectations for investment and operations in China.

Overall, He Yadong reported that over 60% of policy measures have been implemented or have shown positive progress, and the majority of foreign-funded enterprises are benefitting from these policies. This has led to increased confidence in investing in China among foreign companies.

The Ministry of Commerce will continue to work on strengthening policy publicity, evaluation of implementation effects, and addressing concerns and appeals from foreign-invested enterprises in order to continuously optimize the business environment for foreign investors.
