[Epoch Times, January 20, 2022]A few days ago, more details about the case of Zhou Jiangyong, member of the Standing Committee of the CPC Zhejiang Provincial Committee and Secretary of the Hangzhou Municipal Party Committee, were disclosed for the first time.
On the evening of January 19, a TV feature film of the CCP state media stated that Zhou Jiangyong, a politician, used public power to help his younger brother Zhou Jianyong in business.
When Zhou Jiangyong was the secretary of the Xiangshan County Party Committee, he asked a local private enterprise to provide capital, land and equipment. The two parties “cooperated” to set up Ningbo Xiangrun Petrochemical Technology Co., Ltd., which soon became an independent contract by Zhou Jianyong. By waiving the lease fee, Zhou Jiang has delivered more than 7 million yuan (RMB, the same below) to Zhou Jiangyong brothers over the years.
Zhou Jiangyong made profits for the company in terms of acquiring land. Zhou Jianyong admitted that he never paid the rent.
Subsequently, Zhou Jianyong and fellow countryman Zhou Wenyong and others opened a second enterprise, Yongrun Petrochemical Technology Co., Ltd., Zhou Jianyong held 40% of the shares, of which the registered capital and capital increase amounted to more than 14 million yuan, all paid by Zhou Wenyong.
The feature film mentioned that from 2013 to 2017, Zhou Jiangyong, in a number of projects involving Zhoushan and Wenzhou, provided assistance to Shi Shihong, the owner of a construction company, according to Zhou Jianyong’s request. Zhou Jianyong accepted Shi in the name of loans eight times. The money donated by Shi Hong amounted to more than 90 million yuan.
When Zhou Jiangyong was the secretary of the Zhoushan Municipal Party Committee, Shi Shihong and Zhou Jianyong first found some large central and state-owned enterprises and promised to help them find Zhou Jiangyong to take the project.
In 2017, Zhou Jianyong co-founded Youcheng United Information Technology Development Co., Ltd. in Ningbo, which is a high-tech company with “Metro Internet +”. Through Zhou Jiangyong’s greeting, Youcheng United cooperated with Ningbo Metro to get the overall planning right of Ningbo Metro’s mobile payment system.
Zhou Jiangyong said in the film, “Help approve a batch. This is what I greeted. The reason why he can get it is because I am a leading cadre.”
In 2018, U-City United won part of the project of the Wenzhou Metro Mobile Payment System. In 2019, Zhou Jiangyong was transferred to be the secretary of the Hangzhou Municipal Party Committee. In November of the same year, Youcheng United Company invested and established Hangzhou Railway Youcheng Technology Co., Ltd. as a major shareholder.
Zhou Jiangyong was a member of the Standing Committee of the Ningbo Municipal Party Committee, Mayor of Zhoushan, Secretary of the Municipal Party Committee, and Secretary of the Wenzhou Municipal Party Committee. In May 2018, he was transferred to the Secretary of the Hangzhou Municipal Party Committee. The main business map of Zhou Jiangyong’s family is to follow his career. On August 21, 2021, Zhou Jiangyong was investigated.
China News Weekly reported in September last year that the head of a lost private enterprise in Ningbo City had given a long list of Ningbo officials who had a relationship with his own company, including Zhou Jiangyong.
An insider from a local rural commercial bank in Ningbo described that reports against Zhou Jiangyong’s relatives continued, “the report letter is like a snowflake.”
After Zhou Jiangyong was sacked, it was reported that the Zhou Jiangyong family spent 500 million yuan to preemptively buy shares that Ant Group planned to go public, and received a refund of 520 million yuan if the listing failed. Ant Group issued a statement denying this rumor on August 22.
Before Zhou Jiangyong was investigated, an “earthquake” occurred in Zhejiang’s officialdom. Chu Mengxing, former secretary of Ningbo Haishu District Committee, Feng Canhuan, deputy director of Ningbo Dongqian Lake Tourism Resort Management Committee, Zhang Shuitang, former deputy secretary-general of Zhejiang Provincial Party Committee and former director of the Reception Office, and deputy director of Ningbo Yinzhou District Justice Bureau Xu Guangyao and Ma Xiaohui, deputy secretary of the party group of the Standing Committee of the Zhejiang Provincial People’s Congress, were investigated successively.
