Who can vote

For the 2021 administrative elections, those registered on the electoral lists of their Municipality of residence who have reached the age of 18 by 3 October will be able to vote. To express your preference, it will be necessary to present yourself at the polling station with an identity document and a voting card. In case of exhaustion of the spaces for the voting stamps, deterioration or loss of the latter, the voter must request a duplicate from the electoral office of the municipality of residence. The release will take place immediately.

To access the seat, the Green Pass is not mandatory, but some anti-Covid regulations must still be respected, i.e. wear a mask, sanitize your hands, avoid crowds and not go to the seat if the body temperature exceeds 37.5 ° or if you is in quarantine.

How to vote

Here the regulation is different between municipalities with more than 15 thousand inhabitants and those with a smaller population. In both, the electoral law provides for a majority system, but with a double shift in the former and a single shift in the latter. In cities with more than 15,000 inhabitants, the candidate who obtains 50% plus one of the votes wins in the first round, otherwise the ballot between the two most voted is expected. In municipalities with fewer than 15,000 inhabitants, it is enough to obtain more preferences than the other candidates to be elected mayor, an absolute majority is not necessary.

Each voter can express their preference by crossing out the name of the candidate: in this case the vote will go exclusively to him / her. If, on the other hand, the symbol of a list is crossed out, preference will also be given to the candidate supported by that party.

In municipalities with more than 15,000 inhabitants, separate voting is allowed: it is possible to express one’s preference at the same time for a candidate and for a list that supports another, an element that could have a considerable weight in the most poised cities. like Rome.

It is possible to express up to a maximum of two preferences for candidates for the city council, provided that the criterion of different gender is respected: one for a man and one for a woman. If the two votes go to candidates of the same gender, the preference will be considered null.

Also in the larger municipalities there is a 3% threshold to allow a list to enter the municipal council. A majority bonus of 60% of the seats is envisaged for the lists linked to the elected mayor.

Discounts on travel to go to the vote

Both Trenitalia and Italo offer concessions to those who must return to their municipality of residence to vote. The Ferrovie dello Stato company guarantees a discount of 70% of the base price for national medium-long distance trains. The reduction for Regional trains is instead of 60%. Italo instead offers a 60% discount on the cost of tickets on its trains.

In both cases, the departure must take place between 24 September and 4 October, while the return between 3 and 14. discount it will be necessary to prove the vote.
