I felt that this news should not be missed. So today I have an extra class to talk about Fu Zhenghua.

At 11 o’clock in the morning local time this morning, the Commission for Discipline Inspection of the Communist Party of China issued a notice on the website that Fu Zhenghua was under review and investigation. The notice is very simple. “The website of the National Supervision Commission of the Central Commission for Discipline Inspection reported that Fu Zhenghua, deputy director of the Social and Legal Affairs Committee of the CPPCC National Committee, is suspected of serious violations of discipline and law, and is currently undergoing disciplinary review and supervision and investigation by the National Supervisory Commission of the Central Commission for Discipline Inspection.”

From this announcement, we can know that Fu Zhenghua is undergoing review and investigation by the Central Commission for Discipline Inspection and the Supervisory Commission because he is “suspected of serious violations of discipline and law.” The word “suspected” is used because his crime has not yet been finalized, and he can only say “suspected” before being convicted. But in fact, this is almost a certainty.

So what did Fu Zhenghua commit in “violating discipline and law”? How serious is it? It cannot be seen from the notice of the Central Commission for Discipline Inspection, because the full text, including the header and punctuation marks, has only 61 characters. But netizens once said, “The less the text, the bigger the thing.” Let’s take a look at what Fu Zhenghua did today, and then see if anyone behind him will be led out.

Let’s talk about Fu Zhenghua’s resume first. The notice of the Central Commission for Discipline Inspection did not list Fu Zhenghua’s resume in accordance with the usual practice. I don’t know why, but this practice is relatively rare.

Fu Zhenghua is 66 years old this year and a native of Luan County, Hebei Province, but he has been working as a police officer in Beijing since 1970, starting from the grassroots of the Beijing Municipal Public Security Bureau. He has a wealth of political experience, having successively served in the Beijing Municipal Public Security Bureau, the Ministry of Public Security and the Ministry of Justice.

In 1998, Fu Zhenghua went to the Criminal Investigation Bureau of the Ministry of Public Security of the Communist Party of China to take up a post. In 2005, he was transferred back to the Beijing Municipal Public Security Bureau as deputy director. In 2010, he was promoted to director general and concurrently served as deputy secretary of the Beijing Municipal Legal Committee.

In January 2015, Fu Zhenghua was transferred to Deputy Secretary of the Party Committee and Deputy Minister (at ministerial level) of the Ministry of Public Security, and later concurrently served as Director of the Central “610” Office. In 2016, he served as the Deputy Minister of the Ministry of Public Security.

In March 2018, Fu Zhenghua was transferred to Deputy Secretary and Minister of the Party Leadership Group of the Ministry of Justice. From May 2020, he served as the deputy director of the Social and Legal Committee of the CPPCC National Committee until today.

The “ruthless role” is Zhou Yongkang’s cronies who used to monitor Xi Jinping

A key point in Fu Zhenghua’s resume is that he was promoted to the director of the Beijing Municipal Public Security Bureau in 2010 and concurrently served as the deputy secretary of the Beijing Municipal Legal Committee. This is because he actively followed Jiang Zemin’s policy of persecuting and suppressing Falun Gong, and he was appreciated by Liu Qi, then secretary of the Beijing Municipal Party Committee.

Liu Qi is an important member of Jiang and has adopted a high-pressure policy against Falun Gong. After Fu Zhenghua was strengthened by Liu Qi, he was both chief of the Beijing Public Security Bureau and deputy secretary of the Beijing Political and Legal Committee. This gave him more opportunities to contact Zhou Yongkang, the former secretary of the Political and Legal Committee of the Communist Party of China.

Fu Zhenghua was promoted. At that time, he completely obeyed Zhou Yongkang’s orders and worked harder to persecute Falun Gong. Therefore, he was given the three words “ruthless character” by the outside world, and therefore he became Zhou Yongkang’s cronies.

As early as 2019, Wuhan billionaire businessman Xu Chongyang wrote a long complaint letter. He told the story of his huge amount of property being looted and suffered a series of inhuman torture and suppression. This behind the scenes involved Fu Zhenghua, Zhou Yongkang, Bo Xilai and other conspiracy coups.

Xu Chongyang disclosed in the letter that Fu Zhenghua and his minions were extremely arrogant and even monitored Xi Jinping’s private phone calls. The letter stated that during an interrogation, a man pointed to another man called “Fu Lao San” and said to Xu Chongyang, “Did you see, he is Fu Zhenghua’s brother, let alone spying on you, we even Wang Xiaohong, Wang Qishan, Xi XX dare to monitor, you are a shit! Let you go to block their car, if you don’t go, we just want to clean up you, kill you! We just want to announce to the outside world that it is Xi Someone ordered you to be arrested, to kill you and to stun him!”

We can’t verify this news, but rumors of Zhou Yongkang, Bo Xilai and others conspiring to coup have spread widely. If Zhou Bo’s coup conspiracy is true, then there is indeed a possibility that Zhou Yongkang ordered Fu Zhenghua to monitor Xi Jinping’s phone calls.

However, it is rumored that Fu Zhenghua later betrayed Zhou Yongkang. On March 18, 2012, a Ferrari sports car incident occurred at Baofusi Bridge in Beijing. The man on the car died and two women were seriously injured. The man who died was Ling Gu, the son of Ling Jihua, then director of the General Office of the CPC Central Committee.

According to Hong Kong media reports, Ling Jihua dispatched the Central Security Bureau to block the news after the accident. Regarding the handling of the car accident, Zhou Yongkang met with Ling Jihua and said that the news was completely blocked and he was willing to support Ling Jihua’s entry into the Politburo Standing Committee, but he also put forward four requirements for Ling Jihua.

Zhou Yongkang asked Ling Jihua to ensure that the central authorities would not pursue him again and stop the ongoing investigation of him by the Central Commission for Discipline Inspection; to ensure that he was completely cut off from Bo Xilai and Gu Kailai’s murder of British businessman Haywood; and only against Bo Xilai’s corruption Charges for acts, exempts Gu Kailai from the death penalty; ensures that the charges against Wang Lijun are limited to “treason” and will not involve Zhou Yongkang and so on.

After Zhou Yongkang reached an agreement with Ling Jihua, Zhou Yongkang asked Fu Zhenghua, the then head of Beijing Public Security, to deal with the Linggu incident and secretly ordered that the accident should not be reported to Xi Jinping. However, Fu Zhenghua may have seen that Bo Zhou’s general situation is over, so he still secretly reported the incident to Xi Jinping and the then Minister of Public Security Meng Jianzhu. He was subsequently promoted to deputy minister of the Ministry of Public Security, and later to the ministerial level.

But it was okay at the time, but that doesn’t mean it’s okay forever. Even if Fu Zhenghua was later transferred to the Ministry of Justice, it did not mean that Xi Jinping completely trusted him, or that he was fine. At that time, there was an analysis that Xi Jinping might be trying to tune him away, in order to facilitate the investigation of his problems in the public security system.

Fu Zhenghua’s promotion to the weird Sun Lijun is his “poisonous”?

The fall of Fu Zhenghua has made this eleventh holiday even more unsettling. Because the day before yesterday (September 30), the Central Commission for Discipline Inspection had just notified the news that Sun Lijun, a former member of the Party Committee and Vice Minister of the Ministry of Public Security, had been double-opened.

Within three days, two big tigers in the public security system fell from the horse. This really makes people wonder whether Fu Zhenghua and Sun Lijun are related? There is another point in time, which also makes people suspicious.

On April 19 last year, the CCP announced that Sun Lijun had fallen. On April 20, Fu Zhenghua, the then Minister of Justice, was removed from his post, but the authorities did not explain why. It was a while before it was announced that he was transferred to the deputy director of the Social and Legal Committee of the CPPCC National Committee. This is a truly dispensable idle position. Both time points were so tight, and after Sun Lijun was notified, Fu Zhenghua was also notified immediately. These two are like grasshoppers on a rope, and Fu Zhenghua is moving with Sun Lijun. So is there a relationship between the two?

Yesterday (1st) evening, the Minister of Public Security Zhao Kezhi presided over the (enlarged) meeting of the Party Committee of the Ministry of Public Security. The decision to double open Sun Lijun was announced, expressing the need to “resolutely and thoroughly eliminate the poisonous influence of Sun Lijun.”

The meeting held that Sun Lijun’s problem was “horrifying and outrageous, with a particularly serious plot and a particularly bad nature”. “It is necessary to dig in and thoroughly investigate the people and affairs involved in Sun Lijun’s serious violations of discipline and law, insist on doing things really hard, and resolutely clean up in place.”

The meeting also stated that “no matter who is involved in the violation of discipline and law in the public security team, they must be found together, investigated and dealt with seriously, and will never be soft or tolerate” and so on.

From the report of the public security meeting, it can be seen that there are probably people behind Sun Lijun. At least the authorities are skeptical, so they demanded “deep digging and thorough investigation” to eliminate the poison.

As I said in the program the day before yesterday (September 30), Sun Lijun was transferred to Beijing by Meng Jianzhu, then Secretary of the Political and Legal Committee of the Communist Party of China, since 2007, and has since risen all the way. In 2013, he became the director of the First Bureau of the Ministry of Public Security, and in 2016 he became one of the leaders of the Ministry of Public Security.

Please note that when you look up more of Sun Lijun’s resume on the Internet, you rarely find more content. However, some netizens who knew about Sun Lijun announced some of his situation.

As early as the late 1990s, Sun Lijun had become a cadre of the Foreign Affairs Department of the Shanghai Municipal Health Bureau, and seemed to have become a health management expert. In 1999, he won a special scholarship from the World Health Organization and went to the University of New South Wales in Australia to study for a master’s degree. His research field is public health management.

In 2003, Sun Lijun returned to China after his studies and was promoted to a member of the Shanghai Youth Federation. Soon, Sun Lijun, who was in his 30s, was promoted to deputy bureau-level cadre of the Shanghai Municipal Health Bureau. Later, for unknown reasons, he was transferred to the deputy director of the Shanghai Foreign Affairs Office.

Not long after he became the deputy director of the Shanghai Foreign Affairs Office, in 2007, Meng Jianzhu became interested in Sun Lijun, a master of public health management who had no police experience, and transferred him to the General Office of the Ministry of Public Security as the deputy director. Please note that from the resume schedule of Fu Zhenghua and Sun Lijun, in 2007, Sun Lijun entered the General Office of the Ministry of Public Security as the deputy director. After Fu Zhenghua was promoted to the director of the Beijing Municipal Public Security Bureau in 2010, Sun Lijun became the director of the First Bureau of the Ministry of Public Security in 2013.

Then in January 2015, Fu Zhenghua was transferred to Deputy Secretary of the Party Committee and Deputy Minister (at ministerial level) of the Ministry of Public Security, and concurrently served as Director of the Central “610” Office. He was promoted to Deputy Minister of Public Security in 2016, and Sun Lijun was also promoted to Deputy Minister of Public Security in the same year.

In March 2018, Fu Zhenghua was transferred to Deputy Secretary and Minister of the Party Leadership Group of the Ministry of Justice. Sun Lijun has always been in the Ministry of Public Security, but both of them are still in the CCP’s judicial system.

Judging from the resumes of the two, there should be a lot of contact between Fu Zhenghua and Sun Lijun, for at least more than ten years.

The Central Discipline Inspection Commission’s report on Sun Lijun’s crimes stated that he “has a large number of gangs, formed gangs, and cultivated personal power within the party.” “Forming groups to control vital departments” and “endanger political security.”

So in the contact between Sun Lijun and Fu Zhenghua for at least ten years, will Fu Zhenghua be Sun Lijun’s “poisonous”? Will they become “gangs”? I think the possibility is great. Because these two people also have a common “beneficiary”, that is Meng Jianzhu.

I have already talked about Sun Lijun’s resume, and his overseas research on public health management. But after returning to China, he was taken to the Ministry of Public Security by Meng Jianzhu.

Meng Jianzhu has been a force against Xi Jinping from beginning to end. There have long been rumors outside that he was inserted into the political and legal system by Jiang Zemin and Zeng Qinghong. The purpose is to continue to control the “knife” of the political and legal system.

As we all know, Meng Jianzhu was appointed Minister of Public Security on October 29, 2007. In other words, after he was promoted to Minister of Public Security, he immediately transferred Sun Lijun into the public security system.

Not long after he became the deputy director of the Shanghai Foreign Affairs Office, in 2007, Meng Jianzhu became interested in Sun Lijun, a master of public health management who had no police experience. He was transferred to the General Office of the Ministry of Public Security as deputy director and became Meng Jianzhu’s secretary. After that, Sun Lijun was promoted all the way in the public security system.

In other words, Meng Jianzhu is the benefactor of Sun Lijun. Without Meng Jianzhu, there would be no such thing as Sun Lijun’s “flying and rising” in the public security system.

There are rumors that Sun Lijun once accompanied Meng Jianzhu’s wife to overseas for medical treatment, so he was appreciated by Meng Jianzhu. There are also rumors that Meng Jianzhu has taken a fancy to Sun Lijun’s experience of studying abroad, hoping that he can use his experience without being a police officer to play a greater role, that is, to monitor the top leader in Beijing.

As we said in the previous program, Sun Lijun was once the director of the First Bureau and the 26th Bureau of the Ministry of Public Security. Both of these are the CCP’s Political Security Bureau, responsible for safeguarding political security. There are only two situations for political security, one is regime security and the other is leader security.

Meng Jianzhu directly promoted Sun Lijun from an unrelated industry to the Ministry of Public Security. No matter what the situation is, it can be said that it has an ulterior motive.

What’s interesting is that Meng Jianzhu should also be considered Fu Zhenghua’s benefactor. As we said earlier, in 2012, Fu Zhenghua reported Linggu’s car accident to Xi Jinping and Meng Jianzhu. He was then stuffed into the Ministry of Public Security and became a deputy minister. Then, with Meng Jianzhu’s promotion, Fu Zhenghua followed suit.

On November 15, 2015, Meng Jianzhu became a member of the Politburo of the Communist Party of China and joined the ranks of national leaders as a deputy state-level official. On November 19, Meng Jianzhu succeeded Zhou Yongkang as secretary of the Political and Legal Committee of the CPC Central Committee until his retirement in 2017.

After Meng Jianzhu became a deputy state-level official and secretary of the Political and Legal Committee, Fu Zhenghua was promoted to Deputy Minister of Public Security. Obviously, there was Meng Jianzhu’s promotion among them. If he got in the way, Fu Zhenghua would not be promoted so quickly. Therefore, it can be said that Meng Jianzhu is also Fu Zhenghua’s benefactor.

With the same benefactor, is it possible for Sun Lijun and Fu Zhenghua to form an alliance under the big tree of deputy state-level Meng Jianzhu?
