Ningxia Meili Paper Group Environmental and Energy Conservation Co., Ltd. illegally dumped the black viscous waste generated from papermaking from August 2003 to June 2007, resulting in soil, groundwater and vegetation in 14 plots in the border area of Inner Mongolia and Ningxia in the Tengger Desert Damaged. According to the report, by exploring the method of “one-time signing and implementation in stages”, Ningxia Zhongwei City Government, Inner Mongolia Alxa League Administrative Office and Meili Paper Co., Ltd. reached a compensation agreement in December 2020.
