Pa, Brunetta: training plan for 3.2 million employees is underway

The project “Re-forming the Public Administration. Qualified people to qualify the country” is launched, the strategic plan for the enhancement and development of the human capital of the Public Administration. An extraordinary digital and academic training and refresher program that will unfold throughout the time span of the National Recovery and Resilience Plan. Starting this month, it will involve 3.2 million public employees, affirms the minister of the PA, Renato Brunetta, launching «the largest training plan for public employees. Today an important process of “recharging the batteries” of the PA begins ».

Two areas of action

The plan will lead many to graduate degrees, many graduates to master’s degrees and specialization courses, and all to acquire the skills necessary to support the transitions that the country must face, primarily the digital one, explains the minister of the PA presenting the plan. together with the Minister of University and Research, Maria Cristina Messa. Among the first to join the project, the La Sapienza University of Rome, Tim and Microsoft. The program is divided into two strands: the first, inaugurated by the memorandum of understanding signed last October by the ministers Brunetta and Messa, aims to increase the knowledge and skills of public workers by facilitating, thanks to the collaboration of the Crui, enrollment in courses Bachelor’s and Master’s degrees from all Italian universities; the second provides for the launch of specific training programs to support the transitions envisaged by the NRP, starting with the digital one, with public and private, national and international partners. And with particular attention paid to cybersecurity training, the subject of a project already started with the Ministry of Defense.

The minister: one billion euros for a step forward

“Today begins an important process of” recharging the batteries “of the Public Administration, which will be added to the” change of blood “in the PA linked to the turnover and tens of thousands of hires for the implementation of the PNRR”, underlines Brunetta. “The input of skills due to incoming flows will be accompanied by a massive investment in the training of public employees already in service, enhanced in new employment contracts, through career and salary improvements, and strengthened by the relaunch of the National Administration School (Sna) and Formez Pa. I am honored to have the university world as a partner in this initiative, represented here by the minister Messa and the rector Polimeni, together with top technological players such as Tim and Microsoft », the minister emphasizes. “In five years we have almost one billion euros available for a step forward by the PA”, between Pnrr and structural funds (about 200 million per year) to be spent by 2026, remarks Brunetta, to which 50 million per year are added as required by law of the budget which are added to the current expenditure of 150 million per year, for a total therefore of approximately two billion.

Mass: flexible university offer for workers

“Today the training offer, even for workers, is attractive: the courses are more flexible and interdisciplinary, the ways to follow the lessons are various and are designed to meet the need to reconcile work and study”, highlights the minister Mass. “I am convinced that the strong involvement of the university system in this project combined with the commitment and willingness of the student-workers to obtain a university degree will lead the public administration to improve the quality of the services offered, to ensure the achievement of the objectives set. for the next few years also from the NRP, to face increasingly complex situations ».
