In the area that goes from Piazza San Vito to Porta Piave, the Municipality has placed the restriction that prohibits the transformation of vacant shops into parking lots in Via Manzoni, but has removed it on the entire strip of Via Carlo Alberto where the former Police Headquarters overlooks , and where there are many buildings without a garage (except to obtain it on the ground floor as for the former Astra cinema). The same fate has occurred in via Municipio where the former Cassamarca properties nowadays acquired by Pesce to be redeveloped for residential purposes are located. Still in the area, however, the administration has decided to impose a ban on the transformation of the spaces on the ground floor along the entire Via Inferiore, objectively too narrow to imagine cars maneuvering inside and outside the houses overlooking the historic street of the historic center.

Northwest quadrant

In the area of ​​Borgo Cavour, Walls and Piazza Duomo almost everything is bound to non-transformation, but the main street of the Borgo was missing, for which the Municipality has decided to impose new anti-transformation protection, freeing from constraints however – and catches the eye – all of Via Canova where papers are being drawn up to transform the former finance office into a hotel and a Benetton “Silver house” (luxury home for the elderly). No restrictions for the quadrant closest to the Garden City as it has no shops on the ground floor and is made up mostly of villas. Moving towards the center remains the constraint on Piazza Pola (where garages have already appeared on the ground floor of a historic building overlooking the square) and via Paris Bordone, and obviously on Calmaggiore, Barberia and internal streets in the heart of the city. No limitations, however, for the buildings in the area of ​​Piazza Pio X.

Area south east

We are in the quadrant from Corso del Popolo to the university. The constraint that still remained on the final stretch of via Bergamo has been definitively removed, where many former shops have already been converted into garages even before the first urban modification launched by Manildo, and the constraints on via Santa Margherita, via Filodrammatici have been removed. and Piazza Santa Maria dei Battutti. Yes, the square that would be pedestrian but it is not since the residents’ cars pass in and out and others will arrive with the redevelopment of the former Inpdap condominium and the building in Ponte S.Agata. At that point, we might as well give the residents the opportunity to create a garage on the ground floor, assuming they need a garage. Even the shops in via Collalto can be converted to a car park. Only the constraint remains on the initial stretch of via Manin, the area of ​​piazzetta Lombardi, all of the vicolo Barberia (obviously) Corso del Popolo.

In the area from viale Cadorna to via Cesare Battisti and Città Giardino there were few areas not already organized in the garage on the ground floor, and also a few shop windows to protect. In the maps that will be discussed in the city council at the end of the month with the variant proposed by the Municipality, almost no restrictions appear, in case the confirmation of a non-restriction: on Piazza della Vittoria and via San Nicolò where there is maximum freedom to obtain remittances if the shops on the ground floor of the buildings they will have no luck.

Via dei Dall’Oro follows the closure of a stretch of via Castelmenardo by a few months, necessary to make room for the stalls of the restaurants. But, in this case, an experimental measure is destined to become definitive.

“It’s going well, we have positive feedback from both traders and residents,” adds the deputy mayor. The next steps for the extension of the Ztl are the most demanding: via Roggia and Borgo Mazzini. If for the first there are no short-term forecasts yet, for the second «we plan to do some experimentation already during the summer: in the evening and on weekends. We will close it to cars for the vintage market on the first weekend of September, but perhaps we will anticipate it at some other event », continues De Checchi. For via Roggia, which has been talked about for years now, you will have to wait a few more weeks, but also the Pums, now ready to be approved in the council, confirms Ca ‘Sugana’s desire to close it to traffic, at least on time in the evening and on holidays.

It is difficult not to notice how some changes to the redevelopment plan of the former stores fall where millionaire investment and restructuring programs are planned. In fact, the proposal to eliminate the restrictions from streets such as via Carlo Alberto, via Canova and via Municipio, very central and not always easy for traffic, but on which millionaire projects weigh on, stands out. A case? First see the case of via Carlo Alberto. The liberalization falls along the entire stretch from the square of Madona Granda to San Leonardo, mostly occupied by the facade of the former Police Headquarters.

The property was bought three years ago by Roberto Alibardi, owner of Aliplast. A millionaire purchase that underpinned a redevelopment project for residential use that has yet to start but of which the city council had a first taste a few weeks ago. There, underground parks are planned, shops have little to do with it, but the decision to cancel any urban restrictions gives the idea that you prefer to clean up any other difficulties.

Or maybe it was thought to give an opportunity to the owners of the other historic buildings facing the street? Who knows. Even more emblematic is the decision to remove the commercial destination constraints from the funds in via Municipio, very central (as the name well explains it passes under the windows of the Municipality) but nevertheless allowed to sacrifice shop windows to make room for cars. What is being prepared along the way? One of the various real estate investments of Pesce Costruzioni. It will fall on the two buildings once owned by Cassamarca under which the Unicredit offices and the spaces of a showcase of Marca wines were opened. Residences and, by necessity, parking spaces are planned. But where to get them? The hypothesis would be to obtain them on the ground floor, where the windows were, exactly as done by Pesce in Palazzo Bianchetti (in that stretch of Via Inferiore already liberalized to similar transformations). Et voilà: limitations have disappeared from the intervention plan.

And then there is via Canova, removed from the list of the commercial axes of the city for the entire stretch from via Fra ‘Giocondo to Borgo Cavour, the stretch largely occupied by the walls of the former citadel of Finance purchased by Edizione Holding (Benetton ) three years ago and the subject of a millionaire redevelopment plan for tourist accommodation and residential use. Given the large number of architectural difficulties in the area, it seems to have been chosen to remove at least those on the destination of the shops. The commercial axis of via S. Margherita (although it is still a narrow street with many shops) and via Filodrammatici were also considered expendable. On the first, to tell the truth, there are still no real estate investment programs. Instead, there are on the second one, with at least two VIP families from the city ready to take up a home.

The goal, announced by the administration, is to reach the end of the year with 88 parking spaces reserved for recharging electric vehicles, thus activating about forty columns. Today there are 31 columns already functioning, each of which with double coupling, and the expansion of the network is already underway. In the next few days, in fact, construction sites will start for another 5 locations: via Nazario Sauro, via Toniolo, piazza Pio X, piazza della Vittoria, via Fontebasso.

Five columns for about ten reserved parking spaces. The latest will arrive within the year. After this first phase, the contract will pass from the current Be-Charge to Enel X, the company ranked second in the tender for the construction of the network dedicated to electric cars. “The idea is to continue to push on the expansion of the system, also reaching its potential doubling, thus counting on 160 dedicated stalls”.
