Planning for high-quality development of the county

——Interview with Fang Ming, President of China Academy of Urban Science Planning and Design

Guangming Daily reporter Qiu Yue

The county town is connected to the big city at one end and the vast countryside at the other end, and is an important hub for integrating the elements of urban and rural development. Recently, the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the “Opinions on Promoting Urbanization Construction with County Towns as Important Carriers” (hereinafter referred to as “Opinions”), and the development of county towns will usher in a rare historical opportunity. How to plan the high-quality development of the county? Focusing on related issues, Fang Ming, president of the China Urban Science Planning and Design Institute, accepted an exclusive interview with Guangming Daily recently.

Reporter: What is the starting point for promoting the development of county-level in-situ urbanization?

Fang Ming:In-situ urbanization of county areas is an important part of new urbanization. In situ urbanization of counties, it is necessary to grasp the new trend of urbanization development, accurately locate the county and city, develop the county economy and industry, improve the quality of the county, and do a good job of urban-rural integration to promote rural revitalization. In my opinion, regional cooperation should reconstruct the function of the county seat, build a “big city and small county” pattern, promote the development of “one county, one product” industry, improve the quality of public services in the county seat, create an integrated public service system, and create an ideal living space suitable for the county seat, etc. , are an important starting point for county-level in-situ urbanization, and the “big city and small county” model is the only way to promote county-level in-situ urbanization.

At the beginning of the reform and opening up, most counties in my country only had a population of 30,000 to 50,000. Today, the average population of counties in the country is 80,000, and the development of counties in different regions is uneven. people. Using the model of “big cities and small counties” to promote the local urbanization of the county is an important force for the future development of the vast county and rural areas. The county seat should take the initiative to gather the remaining rural population and bring more people to the county seat. At the same time, it is necessary to appropriately expand the layout of the county seat to develop new areas, and open up the integration channel between the old and new county seat. It will be a new way to realize the integration of urban and rural areas by creating a gathering area for rural farmers entering the city, expanding the scale and population of the county, developing the agricultural product processing industry to solve the employment problem of urban farmers, and gathering rural surplus labor to serve agricultural production.

Reporter: The development of county economy may face capital, talent, technology and other problems. How can the government and enterprises better coordinate?

Fang Ming:my country’s county economy totaled 39.1 trillion yuan, accounting for about 41% of the country’s total. In the new stage of development, the development of counties faces multiple challenges. Some counties are under great pressure for industrial transformation and upgrading, and the shortcomings of human resources, technology, financial capital and other factors are gradually revealed. The positioning, development logic and industrial model of the county have reached the key point of transformation and comprehensive reconstruction. It is necessary for the relevant departments to further strengthen guidance and implement precise policies to create a good business environment for the development of related industries in the county.

The first is to implement the famous county strategy of “one county, one product” to support the economic development of the county. The famous county strategy of “one county, one product” refers not only to products, but also to brands. It is necessary to develop China’s county towns into famous counties with their own characteristics through characteristic development. The second is to revitalize the stock resources and create a new active point for the future economic growth of the county. By using idle land, houses and infrastructure, and transforming urban villages and shanty towns into characteristic markets, the existing resources of the county will be activated, their commercial value will be enhanced, and the county’s economic vitality will be enhanced. The third is to seize the new needs of the county and create a new format for the county. In the past, the leisure and entertainment industries in the county were mostly built for the residents of the county, and seldom radiated to the surrounding villages. Today, the improvement of traffic conditions has greatly improved the convenience of traveling between adjacent counties. We should take advantage of this opportunity to support qualified townships to build business centers that integrate shopping, entertainment, leisure and other business formats, and create more distinctive business, catering, entertainment, and leisure products to meet the needs of leisure consumption in the region. The fourth is to be demand-oriented, and to innovate the economic growth points of the county. County construction has become saturated, but there is still some room for manoeuvre internally. We should continue to innovate to drive the transformation and upgrading of county construction. This is the direction of county development in the future.

Reporter: How can county construction empower rural revitalization?

Fang Ming:The revitalization of county towns is an important breakthrough in rural revitalization. In recent years, the two-way flow of population between rural and urban areas has been evident, with both rural population flowing into big cities and metropolitan areas, and migrants returning from cities to rural areas. From a spatial and geographical point of view, county towns are closely connected with fields and villages. If the county economy can drive farmers’ employment, long-distance migration of population can be avoided, allowing farmers to take care of agricultural production during busy farming periods, thereby effectively reducing the possibility of farmland being abandoned and abandoned. improve the utilization efficiency of cultivated land resources. For rural laborers, working in county towns can not only obtain higher economic income, enjoy the convenience and comfort of urban life, but also take into account family responsibilities, such as supporting the elderly and educating children. Therefore, rural revitalization focuses on revitalizing the county seat.

In the process of revitalizing the county seat, public services such as education, medical care, and elderly care require a large amount of capital investment. The construction of infrastructure such as transportation and communication continues to expand and upgrade, and the construction of public service infrastructure continues to advance, which will provide an important impetus for the realization of the revitalization of the county seat. At the same time, it is necessary to use efficient informatization methods and grid management strategies to build a convenient public service platform to help county and central urban residents realize the migration of household registration, the acquisition of educational resources, and the sharing of medical and elderly care resources.
