There is a “good debt” of Italian citizens. To be protected, safeguarded and insured against all forms of lurking criminal snares. It is the NRRR, the national recovery and resilience plan. The commander general of the Arma, Teo Luzi, called him back today, Monday 6 June, during the party for the 208th anniversary of the foundation. The PNRR, the prime strategic objective of the Prime Minister, Mario Draghi, and his government, has long been in the sights of organized crime and increasingly equipped chameleonic forms of corruption. The “good debt” of the Italians, as Luzi calls it, must be defended at all costs against crime and underworld.
“A battle with the other police forces”
The number one of the Arma explains: «With the other police forces we have started every initiative to defend the“ good debt ”of the Italians from the attacks of the mafia and from the dangers of corruption». Luzi recalls the nature and identity of the Carabinieri, “over 5 thousand stations” throughout Italy, precisely in this challenge to protect the PNRR. “We pay every attention to it by dedicating important investigative resources and listening to citizens and businesses, with the sensitivity that comes from our proximity to the territory”. Then the general commander of the Arma changes register: the perspective of his analysis becomes political in the noble sense of the term. “The National Recovery and Resilience Plan is an ambitious program for the transformation of the country” underlines Luzi.
Social cohesion, absolute value
Beyond the police identity, therefore, Luzi updates the function and responsibility of the 100,000 military personnel of the Arma in a deeper dimension with the daily life of citizens. The commander general, in fact, underlines how “the weapon that lives among the people” puts among “the most positive desires, of all, the aspiration for social cohesion”. He ensures that “the search for cohesion also animates the commitment of the Arma in all areas of its mission, a vital prerequisite for instilling trust in citizens” in the Carabinieri. Social cohesion is an essential prerequisite for development. On the contrary, if it disintegrates, it becomes a threat and an obstacle to its growth. The mafia, for example, smuggles a false social solidarity. It is actually criminal cohesion.
The example during Covid
During the pandemic “when Italy expected the Arma to do its duty, the Carabinieri did not fail in this commitment” so much so that “not even one station was closed”. Defense Minister Lorenzo Guerini said in his speech: «I asked myself: what would Italian geography be like without the network of stations and tenences distributed throughout the territory, from large cities to the smallest of villages? Perhaps, without the Carabinieri we would have found ourselves in a different country, with a population more distant from the institutions, certainly less cohesive and with a lower sense of belonging ». Luzi adds: “To date 33 soldiers have died from Covid-19 and over 40 thousand have been infected”. The Commander of the Carabinieri also highlights the inter-force spirit: “A model of coordination, a common home of the incessant commitment of prefects and police forces, interpreters on the territory of the addresses of the Minister of the Interior” Luciana Lamorgese. «Above all in terms of prevention: a silent activity, which is not measured in statistics, nor emphasized in the media. Against the inconvenience of families and companies “we will do everything”
Once the economic and social crisis of the pandemic has been overcome, plunged back into an even more gloomy scenario due to the Russian-Ukrainian conflict, in the rampant economic fragility the mafia incursions, but also the subversive ones, multiply. General Luzi says it aloud: “We will do everything to ensure that the understandable discomfort of families and companies does not become prey to criminal ambitions and antagonistic exploitation, little interested in building the future”. He talks about the action of the Arma today in a more targeted, less generic perspective: «We also care about young people, it means addressing the emerging needs and sensitivities of our modernity.
