The Belluno export is in great shape. The Chamber of Commerce demonstrates this on the basis of certifications for abroad. In the first two hundred days of this year, 3,900 certifications were requested by Belluno companies to transfer their products abroad, especially eyewear.
«On average, around 30,000 certificates of origin are requested and processed per year», explains President Pozza, «around 8,000 in the province of Belluno alone. This happened in 2019. Last year we had a cut of around 20%. The Dolomite industries are absorbing almost everything ».
More precise data on the strong recovery in exports will be presented on 5 August. “The export is driven by eyewear, on the one hand, and mechanics on the other,” he underlines. “And the data could be even more interesting if the entire manufacturing sector were placed in a position to operate at full speed, while in recent months it has been slowed down by procurement difficulties and a shortage of personnel”.
The Chamber of Commerce, for its part, is going online. One out of four companies in the Belluno area uses the most innovative services offered in this sense by the institution.
“And since 2019 the request for issuing certificates of origin and the remaining documents for foreign countries”, confirms Pozza, “takes place exclusively electronically, using the specific IT platform created by InfoCamere”.
The novelty is that the national provisions of 2019 have experimentally introduced the procedure of “printing in the company” of certificates of origin, reserved for companies in possession of particular requirements (habitual exporters, economic operators authorized by the Customs Agency). With the printing in the company, the adhering company, once the chamber inspection and verification of the origin of the goods has been completed, receives via Pec the files to be used for printing the certificate and visas on other documents, which it can print directly at their offices.
“This procedure”, continues Pozza, “therefore allows the company not to move from its headquarters, except to obtain, one-off, the official blank forms of certificates of origin provided by Unioncamere, based on a quantity to be agreed. with the Chamber ».
As many Belluno operators complain, there are criticalities in the customs operations carried out by some more demanding countries on the document production that accompanies international trade operations – Turkey, for example -, criticalities followed directly by Unioncamere through collaboration with the Ministry of Foreign Affairs and of international cooperation, the foreign representations in Italy and Italian overseas.
In the meantime, President Pozza confirmed that the activities of the Chamber of Commerce will also be accessible with the green pass or other card certifying the buffer. “So our room will be covid free, because even his collaborators, about forty in Belluno, will all be vaccinated.”fdm
