[EpochTimesJuly192022](Reported by Epoch Times reporter Luo Ya) Recently, the Ministry of Education of the Communist Party of China released the “Announcement on the List of Universities for the Construction of High-level Public Health Schools”, and a total of 18 colleges and universities across the country are on the list. But Capital Medical University, one of Beijing’s four medical schools, is not on the list. Rao Yi, the principal of the school, published a document questioning the Ministry of Education, arousing concern.

The publicity period for the “Announcement on the List of High-level Schools of Public Health Construction Universities” is from July 14 to July 20. The announcement of the Ministry of Education of the Communist Party of China stated that during the publicity period, if you have any objection, please report the situation to our company in writing and provide necessary evidence materials. Overdue and anonymous feedback will not be accepted.

Among the 18 selected universities, in addition to Peking University, Tsinghua University, and Union Medical College in Beijing, Tianjin Medical University, Shanxi Medical University, Jilin University, Harbin Medical University, Fudan University, Nanjing Medical University, Zhejiang University, Anhui Medical University, Xiamen University, Shandong University, Sun Yat-sen University, Central South University, Sun Yat-sen University, Sichuan University, Xi’an Jiaotong University.

Shanghai, with its well-developed medical system, does not seem to be on the list.

He said that as we all know, high-level public health schools were created because of the epidemic, which is an infectious disease of the respiratory tract. “All the citizens of Beijing know that the two major infectious disease hospitals in Beijing shoulder the biggest task of preventing and fighting the epidemic in the capital. They are both affiliated hospitals of Shouyi and an integral part of the public health education system of Shouyi.”

Rao Yi believes that the common sense in the national medical and health circles is that more than 90% of the tasks of epidemic prevention and anti-epidemic in Beijing are undertaken by the affiliated hospital of Shouyi Medical University. It is still in the initial stage. None of them cultivate undergraduate public health talents.”

He said that the three medical schools on the list in Beijing multiplied by ten equals the contribution of the first medical system to Beijing’s epidemic prevention and anti-epidemic. “The first medical system is a strong pillar of public health (infectious diseases and respiratory system) closely related to the epidemic, and it is the number one unit in Beijing.”

“It can’t be that the workload is the most, the pressure is the most, and the quality is the best, but the ranking, the reward for merit, and the support are the worst. The task of fighting the epidemic has not been completed, and people who are fighting on the front line cannot be chilled.”

He criticized the current Ministry of Education for managing the country’s vast medical education system with very few and low-level personnel. Therefore, a group of medical professionals have proposed that the Ministry of Education should set up a “Medical Education Department”, which may be a way to correct deviations. The first doctor this time is a too obvious example.

In the end, he said: “It is a small problem to solve the ranking of the first medical public health in Beijing and the whole country. It is a medium problem to solve the long-term neglect of national medical education. Solving a wider evaluation system and building a long-term epidemic prevention system in my country (including the capital Beijing) are all problems. It’s a big problem.”

The news caused netizens to criticize the Ministry of Education of the Communist Party of China. Some netizens said, “What do you expect from a yamen that can compile poisonous textbooks? That’s an abnormal level of confusion!”

Some netizens in Shanghai also said, “It’s funny, it’s still in the initial stage (not completed, it may be in preparation) and it has become a high level! Or is it certified by experts? May I ask the Department of Higher Education, which experts participated? Sign up! Cake others. Make it, after making the cake, you can divide it, cut it, and eat it yourself! You don’t even have the right to take a look at the cake maker?”

Rao Yi, a Chinese neurobiologist, once criticized the problems of the Chinese scientific community with bold and sharp remarks.

On August 17, 2011, the preliminary list of candidates for the co-election of academicians of the Chinese Academy of Sciences was announced, and Rao Yi, who was then the dean of the School of Life Sciences of Peking University, was not elected. In an interview with the media that night, he said that he had expected the result and said he would no longer run for academician. As for why he was defeated, he gave an intriguing answer, “Anyone who studies biology will know the reason.”
