TREVISO. While in Lampedusa the landings of migrants continue to overload the small hotspot on the island, and while the League returns to raise the pressure on the issue by pressing the Draghi government, in Treviso the Prefecture reopens the tenders for the reception of refugees.

More space for adults
The tenders published to date are three: one concerns the reception of refugees in home structures (therefore apartments or small houses) up to a maximum of 50 places per project; the second one for reception in centers with a total capacity of less than 50 places; the other for centers capable of accommodating a maximum of 100 people.
The call for tenders for centers with reception standards that can accommodate from 101 to 300 people should also be published shortly, but there is a fact that immediately catches the eye, namely the choice, apparently autonomous, of the prefecture, to put only a small part of the places available for the projects of the diffuse.
For the reception in housing structures up to a maximum of 50 places (per project and therefore in several environments) the Prefecture has made available only 100 places, instead assigning 100 to “collective” centers up to 50 places (all in one ‘single structure) and 200 to those in collective structures with capacity from 51 to 100 seats. A choice made by evaluating the current reality? It seems so, given that in the Marca the wall of the mayors to the widespread reception has always stopped the system of small apartments then pickaxed by the Salvini Decree which favored large centers.
The cost and the big hubs
On the plate, only for these three races, there is an economic amount of just over 15 million euros that will be spent only and if there are offers for all 400 seats put up for the race. If there are none, the prefecture will have nothing left to do but raise the bar until it resumes the tenders for the assignment of the management of the two government hubs that have been set up for years at the former Zanusso barracks in Oderzo and at the former Serena in Treviso. and Casier; provincial hubs created precisely because of the hostility of the territory to the widespread management of immigration.
The comparison
According to the numbers of the calls, it seems clear that in the Marca the Prefecture is starting with the assumption that no one will come forward to manage small structures. We start with the handbrake pulled, thinking of the past, and also of the sensational “niet” of the many associations and non-profit organizations that after the entry into force of the Salvini Decree renounced small hospitality projects deemed “no longer sustainable”.
But on this it is useful to make a comparison. The opportunity is offered by the identical call for the reception of migrants opened by the Prefecture of Venice on 23 June last. The figures, based on a service that “over the years has developed into the Venetian territory”, are diametrically opposed: 700 places made available for reception in housing units with a maximum capacity of 50 places; 200 places for collective centers with up to 50 beds; 100 for collective ones from 51 to 100 beds. Numbers that, if in the complex equalize the total number of presences throughout the Brand, show how the management of the phenomenon is entrusted above all to small businesses that have resisted.

THE FOCUS
Over 110 million spent from 2013 to today in the province of Treviso
The migratory phenomenon began as a stream of water, it turned into a river in flood, then it returned to a river and today it depends on what will happen in the countries from the Mediterranean belt from Turkey to Libya. Only one thing is certain: up to now in the province of Treviso alone, over 100 million have been spent to manage hospitality.
In 2013, when the phenomenon first appeared, the figures were negligible: 200 thousand euros budgeted by the Treviso prefecture. The following year (2014) the bar rose to around 1.5 million. Still trifles. 2015 saw the first major surge: the boom in landings brought the prefecture’s tenders to 9.4 million.
The management of the phenomenon is an emergency in its purest form, amidst Northern League barricades and growing flows it is necessary to open the hub to the Serenas. Since 2015, and for three full years, spending on immigration management has only risen like the number of guests: 22 million in 2016, over 24 million in 2017; over 31 million in 2018 when the Marca, like the rest of Italy, while still registering a very high number of visitors, systematically saw the number of landings decrease thanks to the first embankment raised by the then Minister Minniti. Arrivals by sea drop: 119 thousand in 2017, 23 thousand in 2018. The trend continues in 2019 (11,439 landings) and 17 million spent in the Marca, but returns to grow in 2020 (thirty thousand landings) and 12 million reported in the province (the reduced figure because the hubs were already in the 2019 account).

THE STORY
Kezraji: “The smaller centers facilitate social relations but have been massacred”
“Small businesses are fundamental because they help children to grow, manage themselves, deal with their neighbors, but with today’s rules they are almost impossible to manage as they should be”. Word of Abdallah Kezraji, who with his Coop Hilal is one of the managers currently working in the migrant business.
Kezraji has seen and made all the colors: from the camp tents set up to deal with the arrival emergency, to the maxi structures rented to expand business. He has built a key role in the Marca, in the management of the migratory phenomenon by inventing a profession – if you want to say that – passing from the theoretical management of immigration (he has always been president of the regional council for immigration) to practice. Today his Hilal controls reception centers of over 50, but also small apartments. With the Auryn Cooperative of Damiano Dall’Armellina they are the only ones that still offer hospitality in small apartments scattered throughout the province.
Kezraji, what is the reality of the little ones today?
«A reality unfortunately reduced and cornered. I think the widespread structures are the only ones able to teach guests the rules of true coexistence with society, neighborhood relations, social structures. Organizing them, managing them is a beautiful job precisely because of their urban context, but also for this very delicate and tiring ».
Can it still be done?
“With the Salvini decree, the fundamental services for integration such as psychological support, hours of cultural mediation and even – it is paradoxical to even say it – the teaching of Italian have been cut. Limitations that have cut the legs to the service, and that combined with the drastic reduction of standard remuneration for the small ones have removed or managers and favored the large centers to the detriment of integration ».
Don’t you believe in big structures?
“The large centers, those with hundreds of accesses, are in my opinion useless because they risk being a social bomb, due to the difficulty of internal management, the absence of truly private spaces, the lack of a direct relationship with the territory . It is a general consideration that goes beyond the fact that they are managed well and carefully in Treviso ».
Do the children and the adults hosted feel the difference?
“Obviously yes. They are different contexts. It must be said, however, that fortunately today many immigrants are very different from how we were in the nineties (Kezraji himself is an immigrant of the first hour, ed). We struggled to fit in, today technology helps refugees a lot with language, work, contacts. They are no longer uprooted as we were, but we must work to get them inserted properly ».
And how?
«With real insertion projects, widespread in the first place, and increasing the quota by 18 I was in support of small towns because it is not enough to pay for a worthy service, in addition to the costs for rent and additional services. Small is better, more than beautiful “.—
