Seven years after the last choral strike, the people of the school take to the streets. Flc Cgil, Cisl school, Uil school, Snals, Gilda and Anief, which subsequently joined, call together teachers, school managers and Ata (administrative, technical and auxiliary) against the reform of recruitment and initial training included in the decree- law 36, in the process of being converted into parliament. But also to obtain a renewal of the category contract, which has been waiting for three and a half years, with salaries blocked in 2018 and eroded by inflation that gallops, due to the war in Ukraine, towards 5.5 / 6% only in 2022. And for the protection of historical precarious workers who, in the opinion of the trade unions, would not be adequately protected and valued precisely by the decree-law in question.

The trade unions, who organized a demonstration in piazza Santi Apostoli a Roma starting from 10.30 on Monday 30 May, a high level of participation in the strike is expected, which for the organizers also has a political value. With the decree-law being converted, the government has revolutionized the rules for becoming teachers of middle and high schools. And it has rearranged the mechanisms for their recruitment, introducing incentives for in-service training. According to workers’ representatives, with this provision the executive has invaded a field pertaining to trade unions and bargaining. The one developed by the government is an integrated system of initial training, qualification of future professors, access to the role and updating in service that profoundly modifies the existing rules.
To finance in-service training, which according to workers’ representatives would pit teachers against each other for a few pennies, there is a cut in the staff of about 10 thousand units and a partial cut to the teacher’s charter. “The one designed by the decree – explain by the Flc CGIL – is a training not shared at all with the unions and lowered from above, financed with a conspicuous cut of personnel, while the new recruitment methods – in addition to giving a new impulse to the credits – leave no possibility of stabilization for the precarious, those who for years have allowed schools to move forward “.
School, the Council of Ministers approves the rules for the new recruitment of teachers: “70,000 in tenure in three years”

The article of the government, by separating the qualification (for which 60 university credits will be needed) and the eligibility for the competition, extends the path to reach the chair. And it subjects new entrants to compulsory in-service training and to continuous ongoing and final checks every three years. Furthermore, for a renewal of the contract that has expired for more than three years, the executive has put on the table something like 40/50 euros net per month in paychecks per teacher. A figure that does not even cover inflation. “We are registering the desire to demonstrate in a category that has been sacrificed and mortified too many times. In many realities, protests are being organized. The square in Rome – explains Pino Turi, of the Uil school – it will only be the megaphone of a mobilization that the unions have jointly organized and that the workers are animating and making their own “.
School, clash over recruitment and training: strike announced on 30 May

For the Cisl school “The strike of May 30 is a just and necessary response to support the reasons of the school and of those who work there”. For Elvira Serafini of the Snals “the reform feeds precariat and demeans bargaining”. The protest, explains Rino Di Meglio della Gildaaims at “a substantial modification of the government decree on schools, to obtain more resources for the school contract, to remove all the parties that are the object of bargaining and to solve the problem of insecurity.Anp, is against the strike. “The refrain – observes Cristina Costarelli of Anp Lazio – is the usual: stabilizing the precarious, without considering the right of pupils to have better, more prepared, more up-to-date teachers”.
The last times that the trade union front was united against the government was in 2008, against the Gelmini reform, and eight years later, in 2015, against the Renzi government’s good school. Fourteen years ago 68 out of one hundred teachers took to the streets and 63 out of one hundred teachers, managers and Ata. Seven years ago, 65 teachers out of a hundred joined. A success in both cases. The general secretaries of Flc Cgil, Cisl school, Uil school, Snals, Gilda and Anief hope that the same numbers can be replicated.
