Zhou Lan said that express delivery riders are an indispensable and important link in the supply chain, with strong liquidity and high requirements for epidemic prevention. In order to do a good job in the epidemic prevention management of express delivery riders, the Shanghai Municipal Commission of Commerce, the Municipal Postal Administration and various districts have established a “corporate whitelist” and “delivery and delivery” personnel covering business entities such as e-commerce platforms, express companies, supermarkets, and catering companies. On April 30, there were more than 87,000 people on the “white list of personnel” for delivery and delivery in the city.
On this basis, the Shanghai Municipal Commission of Commerce launched the “Electronic Pass” for delivery personnel on April 22. Only “whitelisted” personnel who hold the required nucleic acid, negative antigen test certificate and “health code” green code can generate “electronic pass” to prevent “bringing the epidemic to work”. “Electronic Pass” has become a necessary condition and pass for delivery personnel to work.
According to the relevant requirements of Shanghai’s epidemic prevention and control, the Shanghai Municipal Commission of Commerce and relevant departments have set up a special work class to carry out a city-wide special campaign for epidemic prevention and management of delivery personnel.
One is to strengthen “whitelist” management. Continue to promote relevant enterprises and personnel to be included in the “white list”, implement dynamic management, and strive to do everything that should be accepted and managed. Supervise enterprises to carry out antigen and nucleic acid testing in accordance with relevant requirements to ensure that “electronic passports” are timely and effective. Enterprises are strictly required not to send orders to those with abnormal test results, and not to send orders to delivery personnel outside the “white list”.
The second is to crack down on “black riders”. Carry out a city-wide special campaign for inspection of distribution and delivery personnel in Shanghai, increase the inspection ratio and inspection frequency of street personnel, and increase the inspection of “electronic passports” and nucleic acid test certificates. Carry out special remediation.
The third is to strengthen the dynamic monitoring of information. Adopt a variety of technical means to strengthen the dynamic monitoring of the “white list” and delivery personnel outside the “white list”.
The fourth is to do a good job in handling people involved in the epidemic. The delivery and delivery personnel with abnormal nucleic acid should be quarantined and placed in a timely manner, and priority should be given to transshipment.

All districts will carry out regular inspections and spot checks, increase the promotion and use of “electronic passports”, and organize communities to strengthen inspections of “electronic passports” in all aspects of receipt, delivery, delivery and delivery.
