Shen Haiqing, 52, was appointed in Liaoyang City, Liaoning Province, and was also the deputy secretary and secretary of the Youth League Committee of the organ directly under the municipal party committee. Since 1994, he has been transferred to the Public Security Department of Liaoning Province.

According to WOIPFG’s announcement, when Shen Haiqing was the deputy mayor of Panjin City and the director of the Municipal Public Security Bureau, he was primarily responsible for the illegal persecution of the elderly Falun Gong practitioner Ge Lingren; while he was a member of the Party Committee and deputy director of the Huludao Public Security Bureau, he was responsible for Suizhong. 15 Falun Gong practitioners including Yang Guangwu, Feng Kelan, Yang Zhaofang, and Yang Zhaoying were kidnapped almost at the same time.
