Officials allow developers to build a large number of unfinished buildings without approval

When a large number of home buyers discovered that the relevant real estate had not resumed work, they continued to report to the public security organs. “Oriental Prosperity City” claims to be built at the northwest corner of the intersection of Yuhua East Road and Tangu East Street in Chang’an District, Shijiazhuang. The developer is Hebei Hengjian Real Estate Development Co., Ltd. (abbreviated as Hengjian Real Estate), and the actual controller is Kan Mousong.

In April 2017, Hengjian Real Estate began to sell “Oriental Prosperity City” in Room 2605 of Ximei Wuzhou Building at a price much lower than the market price. At that time, the developer told the buyers that the building would be handed over before October 31, 2020.

In order to allow buyers to purchase off-plan housing with confidence, the developer has produced a “Chang’an District Shanty Town (Dangerous Old Housing) Reconstruction Agreement”. In addition, the developer also produced a red-headed document issued by the Chang’an District Housing Expropriation Management Office of the “Request for the Reconstruction of Dangerous Houses in Jianming Community to be Included in the 2012 Expropriation Plan” to verify the authenticity of the project.

However, after the Dongchuang incident, the Chang’an District Housing Expropriation Management Office claimed that “this document is just a request for instructions from the superior authority to apply for the Jianming community to be included in the list of reconstruction plans. It is not a publicity material for demolition.”

Even so, the developer, relying on the completely non-existent “Oriental Prosperity City”, successively pre-sold more than 100 sets of false houses, defrauding more than 30 million yuan in funds, and the buyer and the seller only signed a “Letter of Intent for the Reconstruction and Targeted Construction of Jianming Community.” Seeing that the deadline for handover is approaching, there is no sign of construction of related real estate at all. What’s more serious is that when Kan Mousong made up the fictional “Oriental Prosperity City” for gold, he also used the same method to use the name of Hebei Guangkun Real Estate Development Co., Ltd. to fight with Huozhai Village Committee, Dahe Town, Luquan District, Shijiazhuang. Under the guise of cooperative real estate development, without any formalities, more than 100 sets of fictional “Prosperity World City” commercial houses were pre-sold, and about 30 million yuan was also defrauded of funds, and the project did not start.

Judging from the operation time of the real estate involved, most of the projects involved are the products of the “three-year big change” initiated by Hebei Province in 2008.
