UDINE. The main novelty, compared to the autumn lockdowns, is that this time it will no longer be possible to go to the hairdressing salon for styling or to the barber for hair cutting.

In fact, in the decree signed by Prime Minister Draghi, these personal services are part of the cauldron of the activities to which the stop is imposed to contain the rise of Covid, the feared third wave of infections, which is hitting hard especially in the province of Udine and in that of Gorizia.

But in any case there are still many businesses that, from Monday 15 March and for at least the next two weeks, will still keep the shutters up, guaranteeing the purchase of goods considered essential or at least of strict utility.

What can you buy

There is a wide choice of goods that can always be purchased, even in the red zone, that is, from Monday 15 in Friuli Venezia Giulia. These include food and beverages, tobacco and electronic cigarettes, frozen products, parapharmacy, medical and orthopedic items, cars, motorcycles and accessories, fuel, sports items, bicycles and leisure items, games and toys, computer equipment, hardware, paints, flat glass and building materials, including ceramics and tiles.

It is also possible to buy sanitary articles, flowers and plants, bulbs, seeds and fertilizers, machines, equipment and products for agriculture and gardening, pets and pet food, lighting and safety systems, material for optics and photography, bookstores, newsstands (newspapers, magazines, periodicals), fuel for household use and heating, stationery and office supplies, soaps, detergents and polishing products, packaging and footwear for children and babies, personal linen, funeral and cemetery items.

But that’s not all. In non-specialized shops, that is, in supermarkets, hypermarkets, discout and others, it is always possible to buy food and drink products, computers, peripherals and equipment for Tlc, consumer electronics and household appliances.

Among the services there are still active laundries and dry cleaners, including industrial ones, funeral homes. Strong reduction in itinerant trade. The markets, in fact, remain off limits, except for food, agricultural and horticultural products. Finally, remote trade is always allowed: any product can be sold via the Internet, by television or radio, by correspondence, by telephone, by means of vending machines.

Special cases, limitations and curiosities

In the red areas, can commercial activities that sell foodstuffs or basic necessities and therefore remain open allow customers to purchase goods not included in the list included in the Decree?

No. Therefore, the manager of every commercial activity (hypermarket, supermarket, discount, mini market, other non-specialized shops of various foodstuffs) can only exercise the activity of selling food and basic necessities and is therefore required to organize the spaces in such a way as to prevent customers from accessing shelves or aisles where goods other than food and basic necessities are stored.

If this is not possible, products whose sale is not permitted must be removed from the shelves. This rule is valid for any opening day, weekdays, pre-holidays or holidays.

Can shops and other retail establishments that sell products other than food or basic necessities, which are therefore temporarily closed to the public, continue their sales by making home deliveries?

Yes, home delivery of products is allowed, in compliance with health and hygiene requirements for both packaging and transport, but with distance selling without reopening the premises. Whoever organizes home delivery activities – the merchant himself or a platform – must avoid personal contacts at a distance of less than one meter at the time of delivery.

Are the transport, delivery and assembly of furniture part of the proven work requirement that justifies travel?

Who is forced to lower the shutters

From today and for the next two weeks at least 10,666 commercial enterprises will remain closed in Friuli Venezia Giulia. In detail, these are 4,373 bars and other businesses without kitchens, 3,610 restaurants (take-away always possible until 10 pm), 473 ice cream parlors and pastry shops.
