From August 1, “Regulations on Fire Safety Management of High-Rise Civil Buildings”(Hereinafter referred to as the “Regulations”)The formal implementation means that the previously heatedly discussed clauses such as “prohibition of parking or charging electric bicycles in public halls, evacuation walkways, stairwells, and safety exits of high-rise civil buildings” will also come into effect.
However, a reporter from the Beijing News recently visited several communities in Beijing and found that since the “Regulations” were officially implemented for nearly a month, some of the chaos has not been improved, and there are still many violations such as electric bicycles illegally going upstairs and flying wire charging. Some people arbitrarily increase the speed of electric bicycles, modify the battery and other chaos still exist.
Needless to say, the harm of electric bicycles going upstairs and refitting batteries is needless to say. Earlier media reports have caused many discussions about the “explosion in the elevator of the electric bicycle” and the “deflagration of the battery charging in the house”. A lot of painful lessons have been made clear that once an electric bicycle explodes, it will cause damage to the public’s property in the small, and endanger the safety of people and lives in the large.
So, why are there residents pushing electric bicycles upstairs in reality? In addition to the lack of safety awareness and public responsibility of some people, another important reason is that the relevant supporting measures in the community are not perfect.
In some communities, especially the old ones, there is no space for building outdoor carports and charging equipment due to the lack of space during planning. No one wants their car to be exposed to the wind and sun every day. Therefore, the difficulty of outdoor parking and charging is the fundamental factor hindering the implementation of relevant governance measures.

Secondly, problems such as the theft of outdoor parking batteries still exist. However, because the price of the battery is relatively low, the relevant management departments rarely pursue it specifically. But for individuals, these “little things” haunt the normal operation of ordinary people’s daily lives.
Of course, detailed factors such as higher charging charges for parking sheds in some communities will also cause problems for residents. For this reason, many people will push their electric bicycles upstairs or take the batteries home to charge them in order to “save trouble.”
From this point of view, when managing electric bicycles to go upstairs, improving related supporting measures and solidly solving the problems of residents’ parking and charging difficulties are the prerequisites for managing the problem of electric bicycles going upstairs.
Only in this way can the above-mentioned chaos be fundamentally eliminated. This requires the joint efforts of the grassroots government and property companies to innovate governance and communication concepts, strengthen active communication with the general public, and form a good discussion mechanism.
At the same time, it is necessary to strengthen the frequency of fire prevention inspections of parking sheds and charging piles, establish a corresponding filing system, and improve the installation of fire protection facilities. The “Regulations” require that electric bicycle storage and charging places should be equipped with necessary fire-fighting equipment, and charging facilities should have full automatic power-off functions.
Of course, since the “Regulations” have just been implemented, the improvement of related supporting measures is still in the early stage, and because of the lack of relevant governance experience, the grassroots are still exploring some things, and the progress is relatively slow; in addition, because many people are based on long-term living habits, Not knowing the “Regulations” well, the popularization of law also requires time and process.
Therefore, in response to similar phenomena, the law enforcement agencies may focus on education in the initial stage, and when relevant supporting facilities are complete and relevant regulations are in place, severe penalties can be matched. Dismantle the governance process in stages, and achieve win-win results with refined governance measures. Only in this way can the goal of “good governance” be achieved.
