An amendment to the Milleproroghe decree, under consideration by the Chamber, should be presented either tomorrow or Tuesday, which will correct the rule on the transferability of Superbonus credits, contained in the Sostegni ter decree, being examined by the Senate. According to what ANSA has learned, this was announced by the president of the Chamber’s Budget Commission, Fabio Melilli, together with the speakers at the Milleproroghe to the group leaders of the Budget and Constitutional Affairs commissions of the Chamber who are examining the decree.

The reason for the presentation of the amendment to the Milleproroghe decree – rather than the Sostegni ter decree which contains the norm that is to be corrected – lies in the fact that the former will be converted into law before the latter. Therefore, in this way the novelties will in any case become operational quickly without the need to resort to an additional ad hoc decree. Therefore the speakers, Simona Bordonali (Lega) and Daniela Torto (M5s) should file the amendment in agreement with the government, shortly (tomorrow at 16 the examination will resume in the Commissions). According to what has been anticipated, the amendment should again allow the assignment of receivables to infragroup companies (the example is given by the Bcc to Iccrea) or in any case to companies supervised by the Bank of Italy.

Also on the table is the idea of ​​giving credits an identification code (a “stamp”) that allows traceability even in the presence of multiple transfers. The other aspect would concern the credits seized on a precautionary basis by the judicial authority, which some institutions already have “in their belly” and which would end up off the balance sheet; two viable solutions are being studied for this problem. The sticker is a code that will mark the transferred credits in such a way that all the various transfers are combined together in a single series that always allows you to monitor where the money came from. In this way it will be possible to reconstruct at any time to which site these credits refer and what is the documentation that justifies them. In fact, it will be a code issued by the Revenue Agency which remains linked to the credit at each sale.
