Specifying how “a shared reform is needed so that it lasts over time” and adding “It will arrive by the end of this month, the issue of resources available for tax relief measures is fundamental: we cannot jeopardize public finances, particularly in this phase”.

Franco then paved the way for the wanted results of the reform: “The tax wedge in Italy is particularly high, as are the rates on labor taxation -” The Italian tax system for companies is complex and burdensome to manage “he added – The tax reform must aim to facilitate the rate increase of employment in our country, too low for young people, women and the South ».

Ontax evasion Franco added: «It has always been one of the most critical factors in our system. Reducing evasion is also a necessary measure for growth. But no tax reform can solve this problem alone ”. And at the same time, if we intend to reduce the tax burden “in a structural way”, we must “act to contain public spending on GDP”, an action “facilitated by an increase in the efficiency” of spending programs. The minister then underlined that “in the absence of a coherent intervention on expenditure”, it is possible to intervene to make the system “efficient and fair, but it is not possible in itself to pursue a structural reduction in the tax burden”.

The minister of the economy then spoke specifically of theIRAP, the regional tax on productive activities, which after many adjustments and revisions, which have modified its original structure, its maintenance «no longer appears justified, there is a need for simplification. OnVAT, on the other hand, the commissions suggest redefining “the regulation for simplification” and “a possible reduction of the ordinary tax rate: I would say that the simplification and above all the increase in the efficiency of the tax through reduction of evasion and avoidance may also suggest to broaden this perspective – Franco explains – not excluding that the delegated legislator can act on the level of the reduced rates and the distribution of the taxable bases among the different rates, interventions that can also take place with the same VAT revenue ”.

After the first interventions by the members in commission, Franco added other details. Speaking also of the controversial tax patrimonial: «The assets will not be in the document» of the Finance committees «and will not be in the delegation». On the possibilities of economic growth in this period he admits: “We currently have an economic acceleration and we expect GDP growth of the order of 5%”, with some forecasters indicating even slightly higher estimates, after last year the Italian economy almost lost 9 points. But “the uncertainty is that the variants can change the expectations of our economy and others that can slow down our growth.” The recovery of the cashback? “If the benefit remains valid, nothing prevents it, it remains in the current legislation, nothing prevents it from resuming its implementation in the first half of next year”.
