The National Development and Reform Commission recently released the “14th Five-Year Plan for New Urbanization Implementation Plan”, which proposes to completely remove restrictions on urban settlements in cities with a permanent population of less than 3 million. It is clear that it is necessary to scientifically arrange compulsory education schools, promote the balanced allocation of high-quality educational resources, and increase the proportion of public compulsory education.

In order to promote the effective implementation of the policy orientation of promoting new urbanization during the “14th Five-Year Plan” period, the “Plan” proposes the goal that by 2025, the urbanization rate of the permanent resident population in the country will increase steadily, the urbanization rate of the registered population will increase significantly, and the urbanization rate of the registered population will increase. The gap with the urbanization rate of the permanent population has narrowed significantly. The quality of urbanization of agricultural migrants has been significantly improved, and basic urban public services have covered all unsettled permanent residents.

Improve the points settlement policy for super-large cities with a permanent population of more than 5 million in urban areas, simplify the points items, ensure that the social insurance payment period and residence period points account for the main proportion, and encourage the cancellation of the annual quota for settlement.

The “Plan” requires that the right to receive education in the inflow area is guaranteed, and public schools are the mainstay to include the immigrant children in the scope of compulsory education in the inflow area. According to the actual population flow, adjust the quota of teachers in the areas where the population flows in and out, and increase the supply of degrees for compulsory education in the cities where the population is concentrated. Gradually include the agricultural transfer population into the guarantee scope of secondary vocational education, ordinary high school education, and inclusive preschool education in the inflow areas.

The “Plan” also clarifies that it is necessary to scientifically arrange compulsory education schools, promote the balanced allocation of high-quality educational resources, increase the proportion of public compulsory education, encourage the construction of nine-year consistent schools, and strengthen the construction of ordinary high schools. Expand the supply of nursery places for infants and young children under the age of 3, and support social forces to develop nursery service facilities. Strictly implement the policy of supporting kindergartens in urban communities, vigorously develop public kindergartens, support private kindergartens to provide inclusive services, and increase the number of inclusive kindergarten places. Promote the transformation of public facilities suitable for the aging and the young, and improve the construction of the barrier-free environment.
