On August 3, the “Beijing Daily” reported that the Standing Committee of the People’s Congress of Hebei Province reviewed and approved the “Regulations of Hebei Xiong’an New Area” on July 29. This is the first local regulation in Xiong’an New Area and will be implemented on September 1. .
The “Regulations” stated that the Xiong’an New District will become a centralized location for Beijing’s non-capital functional relief. Focus on undertaking innovation platforms and innovation centers in Beijing higher schools and their branches, branches, graduate schools, and public institutions; national-level scientific research institutes, laboratories, engineering research centers, etc.
The “Regulations” also clarified that the Xiongan New District Management Committee is a dispatched agency of the Hebei Provincial Government, and exercises the provincial-level economic and social management authority granted by the state and Hebei Province by referring to the administrative powers of the city government divided into districts.
The Director of the Legal Work Committee of the Standing Committee of the Hebei Provincial People’s Congress stated that the formulation of the “Regulations” of the Xiongan New District is very necessary and urgent. Key and comprehensive matters such as the administrative management system and development of Xiongan New Area need to be guided and regulated through legislation.
Red Second Generation: The CCP’s ambitious big project has failed again

Gao Yu, a well-known mainland media person, also analyzed the Epoch Times that the introduction of the new regulations means that China’s deputy capital Xiong’an, which has built Asia’s largest railway station, will be transformed into a new prefecture-level district in Hebei, which has been downgraded by several levels.
Gao Yu said that within Beijing’s third ring road is the capital and the central political center. The Beijing Municipal Party Committee and Municipal Government moved to Tongzhou, and the headquarters of municipal enterprises also moved to Tongzhou, which is the political and economic center of Beijing. The Xiongan New District will become the deputy political center, and the headquarters of central enterprises and schools under the Ministry will all be moved to Xiongan, and Xiongan will become the economic and cultural center of China.
However, Beijing observer Hua Po believes that the final level of the Xiongan New Area depends on it, and it may also be upgraded. “Now, it should be a unit level at the prefecture and municipal level in Hebei Province. It may be listed as a provincial and ministerial-level unit or a sub-provincial-ministerial unit in the future. It belongs to Shenzhen, Hebei Province.”
Hua Po said that the authorities will relocate some of the central institutions and cultural institutions to the Xiongan New District. Putting some government agencies in Xiongan is just to evacuate the capital of the capital. It does not mean that the Beijing Municipal Government will enter the Xiongan New District.

When people reacted, speculators from all over the world swarmed in. Overnight, the local property price soared from RMB 4,000 to RMB 40,000 per square meter, catching up to the first-tier cities such as Beijing and Shanghai.
However, the large-scale construction of the Xiongan New District has not started for more than four years, the streets are deserted, and outsiders have been evacuated. Local people also complained to The Epoch Times that they had been demolished by the authorities and had nowhere to stay. They were arrested for defending their rights and had nowhere to ask for help.
“Millennium plan” will be paid by Hebei local authorities
Today, the Chinese Communist Party has issued new regulations to reposition the Xiongan New District. Some commentators believe that this actually means that the Hebei local authorities will pay for the “Millennium Plan”.
Gao Yu said that four years ago, the central government positioned the Xiongan New Area as a millennium plan to become the political and economic center of China. Huge investment in water?Breeding space for corruption
Gao Yu believes that Xiong’an’s mission as a political and economic center has not progressed for four years, and the huge amount of money invested has basically been in vain. Moreover, it is faced with major deficiencies in a series of policies such as flooding, torrential rains, and the CCP’s flood prevention and water storage policies, which forced it to abandon the Xiongan New Area.
At the beginning of the establishment of the Xiongan New Area, Beijing media scholar Qiao Mu once published a commentary saying that Xiong’an is facing the squeeze of the three major mountains of Beijing, Tianjin and Shijiazhuang, as well as the threat of haze, and does not possess regional economic advantages. On the contrary, the establishment of the Xiongan New District only provides more room for corruption to local officials.
