On the morning of May 24th, the National Health and Health Commission’s “Everything for the People’s Health – Our Decade” series of “Effects of Health Poverty Alleviation Work and Progress of Effective Linkage with Rural Revitalization” was held in the press conference hall of the National Health and Health Commission. On behalf of the tertiary hospital, Jiang Hui, Secretary of the Party Committee of Peking University First Hospital, shared the experience and effectiveness of Peking University Hospital’s healthy poverty alleviation, and also introduced the practical measures to participate in the rural revitalization strategy in the next step.
Question 1 (asked by a reporter from China Daily): Before poverty alleviation, the medical service capacity of many impoverished areas was still relatively weak. For this reason, the country has carried out a number of counterpart assistance measures. What specific practices does Peking University Hospital have in providing assistance? What improvements will it bring to the capacity of medical institutions in the recipient areas and the people’s sense of health gain?
A: According to the work arrangement, Peking University Hospital has assisted many county hospitals in recent years, such as Lankao County Central Hospital in Henan Province, Linquan County People’s Hospital in Anhui Province, and Yonghe County People’s Hospital in Shanxi Province. Since 2016, more than 300 experts have been dispatched to the above three hospitals, helping the local area to carry out more than 150 new technologies and projects, and assisting more than 2,000 operations. With a population of 2.3 million, Linquan County is the most populous poverty-stricken county in the country. It has a characteristic that there are many tumor patients, and they have to go out for treatment in the past, and the cost burden of the masses is relatively heavy. In response to this situation, our hospital dispatched a large number of oncology experts to help the local area establish its own oncology department. After years of assistance, the county hospital has been able to independently complete various technologies related to tumor treatment, and at the same time, it has also filled in the shortcomings of tumor treatment and filled the gap in local tumor treatment. After years of support, this oncology specialist has also become a well-known “regional cancer diagnosis and treatment center” in the local area. For another example, Peking University Hospital has adopted the form of “involving departments in the hospital” to help Yonghe County People’s Hospital, especially strengthening the capacity building of platform departments of Yonghe County People’s Hospital. , radiologists, sonographers. It is particularly worth mentioning that our hospital’s nephrology and urology departments have ranked first in the Fudan Chinese Hospital Ranking for more than ten consecutive years. In August 2020, our hospital helped the local establishment of a kidney disease dialysis center. Five machines were used at the same time, which greatly facilitated the local dialysis patients. The common people said, “Finally, there is no need to go back and forth, this time you can do dialysis at the door of your home.” We think the “sense of gain” mentioned by the reporter just now is a two-way street. For example, in our assistance to Lankao County Central Hospital, on the one hand, experts brought resources and technologies, which brought hope to the health of the local people, and also enabled the local people to get more benefits and better protection of their health. On the other hand, young experts were also inspired and inspired by the “Jiao Yulu Spirit”, which made the medical oath of “health is tied to life and life” shined even more in the daily medical treatment practice of Peking University Hospital.
Question 2 (asked by a reporter from China News Agency): There is a very vivid metaphor in the aspect of health and health counterpart assistance. It is called from “blood transfusion” to “hematopoiesis”. The key is to improve the ability of poverty alleviation areas. Just now, Secretary Jiang introduced the counterpart assistance work of Peking University Hospital. What practical measures will we take next to improve the medical and health service capabilities of the assisted areas?
A: The reporter used “blood transfusion” and “hematopoiesis” to describe the counterpart assistance work, which is very vivid and shows that you are very concerned about and understand this work. If we used to focus on “blood transfusion” in the past, then we will focus on “blood production” in rural revitalization. This is what Director He has emphasized many times.
We plan to make use of the golden signs of the National Demonstration Base for Standardized Training of Residents of Peking University First Hospital and the National Pilot Base for Standardized Training of Specialists to help the recipient hospitals train personnel, open up green channels for them, and transfer the “blood transfusion” process of the previous “blood transfusion” process. The good experience of “Teacher and Apprentice”, make good use, play well, and improve well, help the aided hospitals to train more talents, general talents and even handsome talents. At the same time, in line with the construction concept of the national regional medical center, we have just been approved for the construction project of Peking University First Hospital Ningxia Women’s and Children’s Hospital. Taking this opportunity to promote the sinking of high-quality medical resources and management resources, while improving the medical level of the recipient hospitals, it also helps them strive to improve the hospital management level and establish a close upper and lower linkage mechanism. We will send cadres to help them, and strengthen telemedicine assistance, such as conducting remote consultations, ward rounds, remote case diagnosis, medical image analysis, etc. The use of Internet diagnosis and treatment can provide timely and faster help and treatment for difficult and critical patients in the aided hospital areas. Combined with the annual “National Medical Team Medical Tour” and other projects to strengthen the assistance work. In the next step, we will continue to do a good job in the assistance work in accordance with the new requirements of the National Health and Health Commission on the counterpart assistance work of tertiary hospitals, and help them get on a horse and send them on a journey. Starting from the actual situation of the recipient hospitals, focusing on the urgent needs of local medical services, accurately determine the content of assistance. During the “14th Five-Year Plan” period, we will continue to make practical moves, use our strength, and focus on practical results, and strive to help the recipient hospitals build a number of clinical specialties, bring out a number of clinical backbones, fill a number of technical gaps, and improve a number of management systems. , and earnestly improve their service capabilities and levels, so that grassroots people can enjoy high-quality and efficient medical services without leaving the county, and realize the key transition from “blood transfusion” to “hematopoiesis”.
