The reason why it is necessary to speed up the construction of “East and West” is also pointed out in the interpretation of the National Development and Reform Commission: “At present, most of my country’s data centers are distributed in the eastern region. Due to the increasing shortage of land, energy and other resources, it is difficult to sustain large-scale development of data centers in the eastern region. The western region of my country is rich in resources, especially renewable energy, and has the potential to develop data centers and meet the computing power needs of the east. To this end, we must give full play to the advantages of my country’s system and mechanism, integrate the layout from a national perspective, optimize resource allocation, and improve resource efficiency.”
As early as May 24, 2021, the National Development and Reform Commission, the Central Network Information Office, the Ministry of Industry and Information Technology, and the National Energy Administration issued the “National Integrated Big Data Center Collaborative Innovation System Computing Power Hub Implementation Plan”. Hebei, the Yangtze River Delta, the Guangdong-Hong Kong-Macao Greater Bay Area, Chengdu-Chongqing, Guizhou, Inner Mongolia, Gansu, Ningxia and other places will build national hub nodes of the national integrated computing power network and develop data center clusters. The national hub nodes will further open up network transmission channels, speed up the implementation of the “East and West” project, and improve the level of cross-regional computing power scheduling.
Then, in the “14th Five-Year Plan for Digital Economy Development” announced by the State Council in January this year, it was further clarified that the cities in Beijing-Tianjin-Hebei, Yangtze River Delta, Guangdong-Hong Kong-Macao Greater Bay Area, Chengdu-Chongqing Shuangcheng Economic Circle, Guizhou, Inner Mongolia, Gansu, Ningxia and other regions have deployed the national hub nodes of the national integrated computing power network, built data center clusters, and optimized the construction and layout of data centers according to the development needs of applications and industries. Accelerate the implementation of the “East Digital and Western Computing” project, promote the coordinated development of cloud and network, improve the cross-network and cross-regional data interaction capabilities of data centers, strengthen edge computing capabilities for specific scenarios, and strengthen computing power coordination and intelligent scheduling.
According to the interpretation of the National Development and Reform Commission, through the implementation of the “East and West” project, the rational layout of data centers, optimization of supply and demand, green intensification and interconnection will be promoted. Through the nationwide integrated data center layout and construction, the scale of computing power facilities will be expanded, the efficiency of computing power utilization will be improved, and the large-scale and intensive development of national computing power will be realized. The official announcement has made it clear that the project will build a computing resource transmission channel between Guizhou and the big data center clusters in Guangdong-Hong Kong-Macao, Yangtze River Delta, Beijing-Tianjin-Hebei and other regions, promote the accelerated development of the eastern and western computing industries, and give full play to Guizhou Province as a southern data center. The advantages of the demonstration base can effectively meet the computing power demand in the east, and truly realize “Eastern Data and Western Computing, Cloud-Network Linkage”.
It is worth noting that the radio and television network company can promote the construction and operation of the national urban direct-connected optical fiber network, and participate in the planning and construction of large data center clusters in Guizhou, Guangdong, Hong Kong, Macao, Yangtze River Delta, Beijing-Tianjin-Hebei and other regions.
The specific operating company of the project is Dongshuxisuan (Guizhou) Industry Co., Ltd., which is jointly invested and established by Guizhou Radio and Television Information Network Co., Ltd. and Jucheng Enterprise Management Group Co., Ltd. According to DVBCN’s understanding, Dongshu Xisuan (Guizhou) Industry Co., Ltd. was officially established on December 8, 2021. Jucheng Enterprise Management Group Co., Ltd. invested 70 million yuan to hold 70% of the shares. Guizhou Radio and Television Information Network Co., Ltd. Then invest 30 million yuan to hold 30% of the shares.
How does the radio and television network explore the data center business?
In fact, the terms data center and IDC have frequently appeared in the specific work planning of radio and television networks in recent years, and many regions have continued to promote the implementation of local IDC projects and phased engineering progress. The four-level distributed architecture of “country + province + prefecture + edge”:
1) National-level DC layer: It consists of cloud data centers in Beijing (Wuqing), Xi’an, and Nanjing, forming a system architecture covering the whole country in three places, and 4*100G backbone interconnection between DCs;
2) Provincial-level DC layer: It is composed of large-scale data centers in various provinces. On the basis of making full use of the existing machines and data centers in the provincial network, it covers the province and neighboring provinces, and fully absorbs and integrates the existing data center capabilities of the provincial network;
3&4) “City and edge” DC layer: covering local and remote areas respectively.
Because the stocking development of operator IPTV over the years has led to an exponential growth in the aggregate scale of its port users, and the video service of cable TV networks and operator IPTV has become a homogeneous business, so it is necessary to expand the business ecological breadth level. Need to focus on diversification and segmentation of professional markets. The data center is not an inherent market of radio and television, nor is it an absolute emerging market of radio and television, but it is still possible to derive diversified revenue paths by intensifying resources and promoting operational specialization.
