The “Administrative Measures” clarifies the qualifications of practitioners. It is required that those engaged in management training in accordance with disciplines must have corresponding teacher qualification certificates, and those engaged in management training in accordance with non-disciplinary disciplines must have corresponding professional (professional) ability certificates; non-primary, primary, and kindergarten teachers.

The relevant person in charge of the Department of Out-of-school Education and Training Supervision Department of the Ministry of Education stated that if a training institution violates the “Administrative Measures”, the administrative department in charge of education shall order it to make corrections within a time limit; for serious violations such as multiple or multiple violations, it shall be ordered to stop enrolling students and make corrections. Relevant training activities are prohibited during the period; if the circumstances are particularly serious, such as failure to complete corrections or refusal to make corrections within the time limit, the qualifications for school permits shall be cancelled.
