From October 19th to 20th, at least 13 provinces’ “first-in-command” or “second-in-command” changed. Anhui also “airborne” a provincial committee member from the CPC Central Commission for Discipline Inspection. Some media quoted news from Beijing as saying that this round of personnel changes is conducive to the younger generation of local officials and the consolidation of “Xi’s core.”

On October 19, the Chinese Communist Party officially announced the major adjustments of the “top leaders” of the party committees of seven provinces and regions. For example, Xu Qin, the governor of Hebei, was appointed secretary of the Heilongjiang Provincial Party Committee; and Wu Zhenglong, the governor of Jiangsu Province, was promoted to the secretary of Jiangsu Provincial Party Committee Yi Lianhong, governor of Jiangxi, was promoted to secretary of the Jiangxi Provincial Committee of the Communist Party of China; Zhang Qingwei, secretary of the Heilongjiang Provincial Committee of the Communist Party of China, was transferred to secretary of the Hunan Provincial Committee of the Communist Party of China; Secretary of the Guangxi District Committee of the Communist Party of China; Wang Ning, governor of the Fujian Province of the Communist Party of China, was promoted to the secretary of the Yunnan Provincial Committee of the Communist Party of China.

On the 20th, Hebei officially announced: The Central Committee of the Communist Party of China approved Wang Zhengpu as a member, standing member, and deputy secretary of the Hebei Provincial Committee of the Communist Party of China; Xu Qin will no longer hold that position; Deputy Governor and Acting Governor of Liaoning Province.

In addition, Guo Yonghang served as the deputy governor of Guangdong Province; Liu Hui served as the executive vice governor of Anhui Province; Xu Kunlin served as the deputy governor of Jiangsu Province; Shang Liguang served as the deputy secretary of the Shanxi Provincial Party Committee of the Communist Party of China; Ye Jianchun served as the party secretary of the Jiangxi Provincial Government of the Communist Party of China ; Li Yifei served as Secretary of the Party Committee of the Xinjiang Production and Construction Corps of the Communist Party of China.

In addition to the above-mentioned personnel appointments, the WeChat public account “Anhui Pioneer WeChat” of the Organization Department of the Anhui Provincial Party Committee of the Communist Party of China announced on October 20 that Liu Haiquan was approved to serve as a member of the Anhui Provincial Party Committee, Standing Committee and Secretary of the Provincial Commission for Discipline Inspection.

Prior to his appointment in Anhui, Liu Haiquan served as the leader of the Disciplinary Inspection and Supervision Group of the State Supervision Commission of the CPC Central Commission for Discipline Inspection in the Supreme Court and a member of the Supreme Court’s Party Leadership Group.

At present, there are 13 members of the Standing Committee of the Anhui Provincial Party Committee of the Communist Party of China, which are just in time for a new term. Among them, Tao Minglun, Minister of Propaganda of the Provincial Party Committee, and Sun Yunfei, another member of the Standing Committee, are both over 58 years old.

Liu Haiquan was born in October 1964 in Zhucheng, Shandong. He graduated from the Department of Industrial Economics, Renmin University of China, majoring in industrial economics. He has a postgraduate degree and a doctorate in economics. He is a member of the 19th Central Commission for Discipline Inspection of the Communist Party of China.

Liu Haiquan used to serve as the Deputy Director of the Planning and Finance Department and the Comprehensive Department of the Ministry of Commerce. In 2008, he served as the Director of the Comprehensive Department of the Ministry of Commerce. In June 2015, Liu Haiquan was transferred to Assistant Minister of Commerce, in charge of Market Operation Department, Foreign Investment Department, Investment Promotion Bureau, Foreign Investment Association, Investment Promotion Association, and Multinational Corporation Promotion Association.

In June 2016, Liu Haiquan succeeded Zhang Jiannan, who was 63 years old, as the head of the Disciplinary Inspection Team of the Central Commission for Discipline Inspection of the Communist Party of China in the Supreme Court, and was ranked as a deputy minister. Following the reform of the CCP’s supervision system, in June 2018, Liu Haiquan was changed to be the head of the Disciplinary Inspection and Supervision Team of the State Supervision Commission of the Central Commission for Discipline Inspection in the Supreme Court.

This time, Liu Haiquan succeeded Liu Hui who was also a member of the 19th Central Commission for Discipline Inspection. On September 29, Liu Hui was appointed as the vice governor of Anhui Province, after which he clearly succeeded Deng Xiangyang, who was 60 years old, as the executive vice governor.

As an “anti-corruption official” of the CCP, Liu Haiquan is the seventh person to serve as the secretary of the Disciplinary Committee in a place that has been parachuted this year.

In February this year, Song Fulong, who was the leader of the Disciplinary Inspection and Supervision Team of the State Supervision Commission of the CPC Central Commission for Discipline Inspection in the Ministry of Transport, landed in Guangdong and became a member of the Standing Committee of the Guangdong Provincial Party Committee and Secretary of the Provincial Commission for Discipline Inspection; Director Chen Guomeng landed in Hainan and became a member of the Standing Committee of the Hainan Provincial Party Committee and Secretary of the Provincial Commission for Discipline Inspection. In addition, there are Qu Xiaoli who landed in Henan, Hou Ximin who landed in Hubei, Wang Shuangquan who landed in Hunan, and Tian Xiangli who landed in Xinjiang. Among them, Chen Guomeng was born in Fujian and is considered a close friend of Xi Jinping.

At present, the secretary of the Beijing Municipal Commission for Discipline Inspection of the Communist Party of China still has a vacancy.
