Towards the new anti-Covid decree, clash on curfew

The new anti Covid decree lands on the CDM table in the afternoon, with the calendar of reopening. The text is defined. But there is still a battle – within the Government and with the Regions – on at least two points: the extension of the curfew from 10pm to 11pm and the opening of restaurants indoors at least from mid-May instead of June 1. Two points on which the leader of the League Matteo Salvini has continued to beat together with many Regions.

The clash over curfew time

The Regions (led above all by the governor of Veneto Luca Zaia, by that of Liguria, Giovanni Toti and of Friuli Venezia Giulia Massimiliano Fedriga) have asked the government to move the curfew start time to 11pm. The text has reached the Council of Ministers for now without changes. But there is not only the League to ask for a postponement of the time. In the Democratic Party the positions conflict. In agreement with the gradual extension is the number one of Emilia-Romagna, the dem Stefano Bonaccini. Instead, for the president of Lazio, Nicola Zingaretti, the curfew at 10 pm is “a right choice”. Also for the Minister for Equal Opportunities and the Elena Bonetti Family (Iv), the shift of the curfew from 10pm to 11pm “could help” and “be more functional”.

Regions in Government: open the gyms from 26 April

But there is not only a curfew. The Conference of Regions and Autonomous Provinces sent further requests for changes to the decree to the ministers Gelmini and Speranza. Starting with the reopening of both indoor and outdoor restaurants and the resumption of individual activities in the indoor gym and outdoor pools, starting from 26 April. The governors also ask for “the reopening of the wedding sectors and the early start of the markets, compared to the provisions in the draft, the standardization of the reopening dates of outdoor shows and outdoor sporting events”

The government reopening calendar

The calendar in the draft of the decree developed by the government is different. From April 26, the open-air restaurants (lunch and dinner), theaters and cinemas with a capacity of 50% reopen in the yellow zone and contact sports such as five-a-side football will resume. From 15 May it will be the turn of the swimming pools and shopping centers even on holidays, while from 1 June the reopening – based on protocols to be defined – of the gyms as well as of the indoor restaurants (even if there is pressure to anticipate at least until May 15). Finally, from 1 July, fairs, conferences and congresses as well as theme parks. “But maybe there will be an anticipation to June 15,” said the Minister of Tourism Massimo Garavaglia.

Visits in the yellow and orange zone

The draft decree, however, provides for another novelty – in addition to the flexibility on 100% in the presence at school in the yellow and orange area which can drop to 60% – and that is the possibility of visiting a private home from 1 May to 15 June , once a day, up to 4 people (and no longer two) in the yellow or orange zone, in the latter case only within the Municipality. The paper or digital “green pass” has been confirmed for travel to and from the regions in the red or orange band.
