Those fleeing the war in Ukraine will continue to be hosted by families, but also in monasteries, in long-lived uninhabited houses to repopulate old villages or in houses that can be rented through a contribution from the Italian state. There are two tracks on which the refugee reception system travels, which will soon be defined with civil protection ordinances.
Arrivals in Italy
The head of the Department, Fabrizio Curcio, will put pen to paper to whom and how a part of the 400 million allocated by the Government over a first six-month phase will be distributed. And the numbers of arrivals continue to grow: the people who have arrived in Italy so far are 55,711. Of these, 28,537 are women, 4,776 men and 22,398 minors: in the last few hours the increase has been about 2 thousand individuals. The hypothesis – for at least 60 thousand refugees and for a duration of three months from their arrival in Italy – is of a contribution of around 600 euros per month (or up to 900 euros depending on the family unit) to Ukrainian refugees who find a autonomous accommodation, a formula similar to that used for those displaced by the earthquake.
From the Caritas network to the Municipalities
Then there remain the coverage for those 15 thousand places that can be identified by the third sector associations, thanks to a contribution of about 20 euros per day for each refugee taken care of through the widespread reception system: a sum that will then be donated to families or to the structures they host. On this front, religious bodies are also mobilized. The Caritas network of the various dioceses is already in contact with parishes and institutes that have made available spaces to be included in the reception system that the Prefectures are coordinating. Part of the funds will also go to the Municipalities, which are identifying structures and apartments. Calabria has already announced an allocation to accommodate Ukrainians in those villages that are disappearing, repopulating villages of a few thousand inhabitants with the presence of refugees by putting into practice the “refurbishment of housing”.
Contributions to health care
As regards the support for healthcare assistance to refugees, a flat-rate contribution will be granted to the Regions and Autonomous Provinces for access to the services of the National Health Service, for applicants and holders of temporary protection for a maximum of 100 thousand people. New responsibilities have been added to the activities of the doctors of the special regional assistance continuity units (the so-called «Uscar»), who are dealing with the vaccination of new arrivals. “We are trying to raise awareness, but it is not easy. It is clear that the priorities of these people are now other ”, explains Pier Luigi Bartoletti, secretary of Fimmg Roma and coordinator of the Lazio Uscar.
Work and school
There remain the facilities to facilitate the introduction of these people into the world of work (Ukrainian doctors will also be able to practice in Italy) and the integration of children through school. At the moment there are already thousands of students who fled from Ukraine already included in the Italian school system and the Ministry of Education millions of euros for the support of the school institutions involved in the initial linguistic and socio-cultural mediation activities.
