As the U.S. Trade Representative, Dai Qi serves as the President’s principal trade adviser, negotiator and spokesperson for trade issues. She is responsible for formulating U.S. international trade, commodity, and direct investment policies, and overseeing negotiations with other countries.
This will be the first public speech on China’s trade policy since the Biden administration took office. It means that the USTR has ended its months-long review of its China policy, and the White House has also made a final decision. American business leaders criticized the White House for spending too much time and no news on solving key economic issues in the United States and China.
According to the think tank website, after the speech next Monday, Dai Qi will participate in a dialogue with CSIS researcher Bill Reinsch, followed by a question-and-answer session with the audience.
The Wall Street Journal reported in early September that the US government is looking for ways to pressure the CCP to initiate negotiations on the second phase of the agreement; the latest plan is to investigate the CCP government’s industrial subsidy policy or consider new sanctions on Chinese imports.
According to sources, unless China changes its industrial subsidies, the United States may retain the Trump administration’s sanctions and adopt tariffs or other sanctions.
The report said that as part of the China policy review, the USTR has decided to implement the promise in the first phase of the trade agreement reached between the Trump administration and China, which is to increase the purchase of US goods by US$200 billion in 2020 and 2021. The commitment to purchase American goods will expire at the end of this year.
People familiar with the talks said that US and Chinese trade officials have been discussing the issue of China’s insufficient procurement, but they have not yet reached an agreement to resolve these issues. The two sides have not yet started discussions with higher-level officials.
So far, Dai Qi has had a conversation with Liu He, Vice Premier of the State Council of the Communist Party of China; President Biden and President Xi Jinping of the Chinese Communist Party have had a second conversation. Dai Qi has had more than a dozen dialogues with the Minister of Foreign Trade on how to get along with Beijing. She just attended the first meeting of the newly established Trade and Technology Committee (TTC) between the United States and the European Union this week to discuss chip shortages, artificial intelligence (AI), technological competition and global trade issues.
The joint statement after the meeting said: “We are united to continue to protect our businesses, consumers and workers from unfair trade practices, especially those of non-market economies that undermine the world trading system.”
