Liu Yanping is the successor of Sun Lijun, former Deputy Minister of Public Security, Deng Huilin, former Deputy Mayor and Director of Public Security of Chongqing, Gong Daoan, former Deputy Mayor and Director of Public Security of Shanghai, Liu Xinyun, former Deputy Governor of Shanxi Province and Director of Public Security, former Jiangsu Province. After Wang Like, member of the Standing Committee of the Provincial Party Committee and Secretary of the Political and Legal Committee, and Fu Zhenghua, the former deputy minister of the Ministry of Public Security and the Minister of Justice, fell from the army, another heavyweight “political and legal tiger” was investigated.
Liu Yanping has worked in the public security system for a long time. In August 2011, when Meng Jianzhu was appointed as Minister of Public Security, Liu Yanping served as Assistant Minister of Public Security, a member of the Party Committee, Director of the Security Bureau, and the rank of Major General of the Armed Police; from 2012 to 2017, when Meng Jianzhu served as a member of the Political Bureau of the Communist Party of China and Secretary of the Central Political and Legal Committee, Liu Yanping was promoted to the Ministry of Public Security Deputy Minister, transferred to Secretary of the Disciplinary Committee of the Ministry of National Security, and head of the Disciplinary Inspection and Supervision Team of the Central Commission for Discipline Inspection and State Supervision in the Ministry of National Security.
When Liu Yanping was the Secretary of the Disciplinary Committee of the Ministry of State Security, the most important thing he did was to maintain close communication with Guo Wengui, a billionaire exiled to the United States, a “red notice” of the CCP, and held negotiations with Guo in London and New York successively. .
According to the “Wall Street Journal” report on October 23, 2017, on May 24, 2017, with the consent of Guo Wengui, Liu Yanping and his party, holding transit visas, went to Guo Wengui’s home on the 18th floor of the Holland Sydney Hotel on Fifth Avenue in New York. (in the name of the Secretary of the Disciplinary Committee of the Ministry of State Security) to negotiate with Guo.
Because Liu Yanping’s visa does not allow them to engage in government activities, it has attracted the attention of the FBI. At about 5 pm that day, FBI officials questioned Liu Yanping on the spot at the Penn Station in New York. At first, Liu Yanping claimed to be the CCP’s diplomat in charge of cultural affairs, but later, he had to admit that he was an official of the CCP’s Ministry of State Security. FBI officials made it clear that their negotiation with Guo Wengui violated the nature of their visas and asked them to leave the United States as soon as possible and not to have any further contact with Guo Wengui.
Later, Liu Yanping took the train to Washington. The FBI thought they would leave the US within 24 hours. However, two days later, on May 26, Liu Yanping went to Guo Wengui’s home in New York again to continue negotiations with Guo before flying back to China that night.
In Washington, White House officials held a conference call with officials from the U.S. State Department, the U.S. Department of Defense, and U.S. intelligence agencies on whether to arrest Liu Yanping. U.S. State Department officials have expressed reservations about taking action, fearing that the arrest of Liu Yanping would lead to retaliation against U.S. officials in China. During the meeting, it was suggested that these CCP officials should be checked again in order to keep them behind the plane so that they could be further detained. But U.S. officials have never reached a consensus.
That night, at JFK Airport in New York, FBI officials seized Liu Yanping’s mobile phone before allowing him to board the plane and return to China.
Why did Liu Yanping communicate with Guo and negotiate with Guo in London and New York?
The cause is: On January 16, 2015, Ma Jian, Vice Minister of the Ministry of State Security of the Communist Party of China, was investigated on suspicion of serious violation of discipline and law. Ma Jian explained: He had a rich deal with Guo Wengui and accepted tens of millions of yuan in bribes from Guo. Guo’s relatives and company employees were also detained and examined. Since January 2017, in order to “protect his life, protect his family, and take revenge”, Guo began to explode the “corruption” of some senior CCP officials in the United States.
This revelation caused huge repercussions at home and abroad. Finally, someone at the top of the CCP could not sit still. Liu Yanping was ordered to communicate and negotiate with Guo Wengui under the orders of high-level officials of the Communist Party of China. There are two purposes: one is to prevent Guo from continuing to break the news; the other is to try to bring Guo back to China.

In April 2017, the CCP, through Interpol, issued a global “red notice” against billionaire Guo Wengui, who was exiled in the United States.
The red notice is one of the seven types of notices issued by INTERPOL members when they ask member states to assist in the investigation of crimes. It is named after the red INTERPOL police badge in the upper left corner of the notice. It is the highest level of urgent and rapid notice.
The CCP issued a “red notice” to Guo Wengui, which means that Guo was regarded as a key criminal arrested by the CCP.
However, judging from the recording of the communication and negotiation between Liu Yanping, Secretary of the Disciplinary Committee of the Ministry of State Security of the Communist Party of China, and Guo Wengui, the information revealed is unusual.
First, Liu Yanping promised to send Guo’s wife Yue Qingzhi and daughter Guo Mei to the United States to be reunited with Guo. A senior CCP official at the vice-ministerial level personally promised to send the wife and daughter of a “red-flag criminal” abroad to reunite with her. This is undoubtedly an extremely abnormal thing.
Second, Liu Yanping promised to personally accompany Guo’s daughter, Guo Mei, to Hong Kong to apply for documents to go to the United States. As the Secretary of the Disciplinary Committee of the Ministry of State Security, Liu Yanping is undoubtedly a busy person. He has a lot of important things to deal with. He can send a subordinate to accompany Guo Mei to Hong Kong, but he called Guo and said that he would personally accompany Guo Mei to Hong Kong to apply for documents. Isn’t this extremely anomalous?
Third, Liu Yanping promised to arrange two subordinates to accompany Guo’s wife and daughter to the United States to reunite with Guo. On May 1, 2017, accompanied by two national security officials, Xiao Han and Xiao Cao, Guo’s wife and daughter successfully arrived in New York. For the safety of a “red notice” wife and daughter, the Chinese Ministry of State Security specially sent two officials to escort them to the United States. This is also extremely anomalous.
Fourth, Liu Yanping said in the negotiation process that Meng Jianzhu, secretary of the Central Political and Legal Committee, said that Guo Wengui “should be divided into two”. Liu also praised Guo’s important contributions to the Ministry of National Security in the past, and welcomed Guo’s continued contributions to the country, saying that Guo’s problems can be resolved not through criminal means, but through civil means. As long as Guo cooperates with the CCP and stops breaking the news, everything else can be discussed and discussed. This is not negotiating with the “wanted criminals” who are to be arrested by the red notice, but asking Guo that “the shame of the family should not be made public.” This is also extremely anomalous.
Fifth, Liu Yanping repeatedly negotiated with Guo on the issue of breaking the news, hoping that Guo would not continue to break the news. For example, on May 1, 2017, Liu said in a phone call to Guo that since he was trying his best to facilitate Guo’s wife and daughter to reunite with Guo in the United States, he hoped Guo would stop breaking the news from May 3. He even suggested that as long as Guo didn’t break the news, the CCP would scold Guo for the online “water army”, and Liu would go to work one by one and stop scolding Guo. It is undoubtedly extremely abnormal to decide whether the CCP’s online “water army” scolds Guo based on whether Guo broke the news.
Sixth, in the process of negotiating with Guo, Liu Yanping suddenly exposed the shady scene at the highest level of the CCP, including Ling Jihua, the former director of the General Office of the Central Committee, who conspired to usurp the party’s power; Ling Jihua’s wife was paid 9 million yuan in the Minsheng Bank; Ling Jihua’s mistress They are everywhere. Even the woman who was in charge of recording and recording video during meetings of the Standing Committee of the Political Bureau of the Central Committee was his mistress; Ling Jihua would do anything to play an Air China stewardess; Bo Xilai, former member of the Political Bureau of the Communist Party of China and secretary of the Chongqing Municipal Party Committee, When he was the mayor of Dalian, he played with women. In order to vent his anger for his mistress, he found an excuse to put two of the three brothers in prison, and the third was killed. Seventh, from January 16 to February 18, 2017, Liu Yanping flew from Beijing to London, England, and held the first negotiation with Guo Wengui, who flew from the United States to London, England. The Secretary of the Disciplinary Committee of the Chinese Ministry of State Security flew to a third country to negotiate with a “bribe-payer” believed to be involved in the corruption case of Chinese Vice Minister of State Security Ma Jian, preventing Guo from breaking the news about the high-level CCP scandal. This is also extremely anomalous.
Eighth, Liu Yanping and four people passed through the United States on business visas, but engaged in government affairs and falsely claimed to be diplomats in the CCP’s cultural affairs. In the end, their mobile phones were confiscated by the FBI and expelled by the U.S. government. A senior CCP official at the vice-ministerial level came to the United States, committed violations of U.S. law, and was eventually deported. From then on, he was not allowed to enter the United States (a phone call from Sun Lijun to Guo Wengui confirmed this). This is also extremely anomalous.
When things go wrong, there must be demons.
Where is the demon?
To understand this problem, we must find out who is Liu Yanping?
Judging from Liu’s resume, he was promoted and reused by Meng Jianzhu, a former member of the Political Bureau of the Communist Party of China and secretary of the Central Political and Legal Committee. Meng was promoted and reused by Zeng Qinghong, former member of the Standing Committee of the Political Bureau of the Communist Party of China and vice-chairman of the state, and former CCP dictator Jiang Zemin. Therefore, Liu belongs to the line of Meng, Zeng, and Jiang.
From 2013 to 2017, Xi Jinping launched an anti-corruption campaign and investigated and dealt with 440 vice-provincial military-level and other central management cadres, most of whom were promoted and reused by Jiang and Zeng. Therefore, in the past five years, Xi’s anti-corruption campaign has been called “Xi Jiang Dou”. By May 2017, when Liu talked about Jiang at Guo’s house, there was a sentence that revealed Liu’s true attitude towards Jiang. Speaking of Ling Jihua’s case, Liu said: “Comrade Jiang Zemin and Chairman Jiang really played a role in setting the sea.”
When talking about the background of Liu’s two negotiations in his home, Guo Wengui said: “He is the most trusted person in the Jiang (Zemin) family, Zeng (Qinghong) family, and Meng (Jianzhu) family, and he came to the United States to represent the Jiang family. , Zeng family, Meng family”.
Sun Lijun was transferred from Shanghai to the Ministry of Public Security by Meng Jianzhu in 2008. Sun Lijun and Liu Yanping were in the Ministry of Public Security, and they were the most important cronies of Meng Jianzhu, then Minister of Public Security. Sun is Meng’s top secretary, Liu is Meng’s assistant minister, and the two are Meng’s right-hand men. Liu went to the United States to negotiate with Guo Wengui under the order of Meng Jianzhu. Sun Lijun went to the United States to call Guo Wengui and said, “I won’t give up if I don’t see you”, also under the order of Meng Jianzhu.
Now, the CCP authorities are investigating the “Sun Lijun political gang”, and Liu Yanping is likely to be one of the members of the “Sun Lijun political gang”. Their backstage bosses are Meng, Zeng, and Jiang.
Judging from the seven extremely abnormal situations in which Liu Yanping treated Guo Wengui, the most important reason is probably: in order to stop Guo from breaking the news, because Guo has 100% mastery of many shady materials of Liu Yanping’s backstage boss.
Guo Wengui later broke the news that Meng Jianzhu and Jiang Mianheng, the son of Jiang Zemin, had a “life-and-death relationship”. This “friendship” started when Meng helped Jiang Mianheng perform a kidney transplant. From 2004 to 2008, Jiang Mianheng performed 5 kidney transplants and killed 5 Falun Gong practitioners. Since every time a kidney is replaced, a Falun Gong practitioner has to be killed, the matter is classified as a “top state secret”.
Guo also broke the news that Meng not only helped Jiang Mianheng with multiple kidney transplants, but Meng’s mother also had multiple kidney transplants, killing the wrong person at one point, and Meng’s wife also had two kidney transplants. The kidney source is matched by Sun Lijun who finds a living person from prison, and then kills them to get their organs. In order to cover up the truth, some doctors involved in organ transplantation were silenced, and some insiders were also silenced.
Guo Wengui knew that Meng Jianzhu, Jiang Mianheng, Sun Lijun and others were involved in organ harvesting, which was probably what Meng and others worried about the most. This may be the real reason why Mengjiu sent Sun and Liu to the United States to negotiate with Guo.
Sun Lijun and other “six tigers of politics and law” were arrested, and their common backstage boss, Meng Jianzhu, was repeatedly highlighted by the media. “The seventh tiger of politics and law” Liu Yanping, whose backstage boss is also Meng Jianzhu. Liu is arrested, Meng may be in high risk.
