Liu Yanping has worked in the public security system for a long time. In August 2011, when Meng Jianzhu was appointed as Minister of Public Security, Liu Yanping served as Assistant Minister of Public Security, a member of the Party Committee, Director of the Security Bureau, and the rank of Major General of the Armed Police; from 2012 to 2017, when Meng Jianzhu served as a member of the Political Bureau of the Communist Party of China and Secretary of the Central Political and Legal Committee, Liu Yanping was promoted to the Ministry of Public Security Deputy Minister, transferred to Secretary of the Disciplinary Committee of the Ministry of National Security, and head of the Disciplinary Inspection and Supervision Team of the Central Commission for Discipline Inspection and State Supervision in the Ministry of National Security.

When Liu Yanping was the Secretary of the Disciplinary Committee of the Ministry of State Security, the most important thing he did was to maintain close communication with Guo Wengui, a billionaire exiled to the United States, a “red notice” of the CCP, and held negotiations with Guo in London and New York successively. .

According to the “Wall Street Journal” report on October 23, 2017, on May 24, 2017, with the consent of Guo Wengui, Liu Yanping and his party, holding transit visas, went to Guo Wengui’s home on the 18th floor of the Holland Sydney Hotel on Fifth Avenue in New York. (in the name of the Secretary of the Disciplinary Committee of the Ministry of State Security) to negotiate with Guo.

Because Liu Yanping’s visa does not allow them to engage in government activities, it has attracted the attention of the FBI. At about 5 pm that day, FBI officials questioned Liu Yanping on the spot at the Penn Station in New York. At first, Liu Yanping claimed to be the CCP’s diplomat in charge of cultural affairs, but later, he had to admit that he was an official of the CCP’s Ministry of State Security. FBI officials made it clear that their negotiation with Guo Wengui violated the nature of their visas and asked them to leave the United States as soon as possible and not to have any further contact with Guo Wengui.

Later, Liu Yanping took the train to Washington. The FBI thought they would leave the US within 24 hours. However, two days later, on May 26, Liu Yanping went to Guo Wengui’s home in New York again to continue negotiations with Guo before flying back to China that night.

In Washington, White House officials held a conference call with officials from the U.S. State Department, the U.S. Department of Defense, and U.S. intelligence agencies on whether to arrest Liu Yanping. U.S. State Department officials have expressed reservations about taking action, fearing that the arrest of Liu Yanping would lead to retaliation against U.S. officials in China. During the meeting, it was suggested that these CCP officials should be checked again in order to keep them behind the plane so that they could be further detained. But U.S. officials have never reached a consensus.

That night, at JFK Airport in New York, FBI officials seized Liu Yanping’s mobile phone before allowing him to board the plane and return to China.

Why did Liu Yanping communicate with Guo and negotiate with Guo in London and New York?

The cause is: On January 16, 2015, Ma Jian, Vice Minister of the Ministry of State Security of the Communist Party of China, was investigated on suspicion of serious violation of discipline and law. Ma Jian explained: He had a rich deal with Guo Wengui and accepted tens of millions of yuan in bribes from Guo. Guo’s relatives and company employees were also detained and examined. The red notice is one of the seven types of notices issued by INTERPOL members when they ask member states to assist in the investigation of crimes. It is named after the red INTERPOL police badge in the upper left corner of the notice. It is the highest level of urgent and rapid notice.

The CCP issued a “red notice” to Guo Wengui, which means that Guo was regarded as a key criminal arrested by the CCP.

However, judging from the recording of the communication and negotiation between Liu Yanping, Secretary of the Disciplinary Committee of the Ministry of State Security of the Communist Party of China, and Guo Wengui, the information revealed is unusual.

First, Liu Yanping promised to send Guo’s wife Yue Qingzhi and daughter Guo Mei to the United States to be reunited with Guo. A senior CCP official at the vice-ministerial level personally promised to send the wife and daughter of a “red-flag criminal” abroad to reunite with her. This is undoubtedly an extremely abnormal thing.

Second, Liu Yanping promised to personally accompany Guo’s daughter, Guo Mei, to Hong Kong to apply for documents to go to the United States. As the Secretary of the Disciplinary Committee of the Ministry of State Security, Liu Yanping is undoubtedly a busy person. He has a lot of important things to deal with. He can send a subordinate to accompany Guo Mei to Hong Kong, but he called Guo and said that he would personally accompany Guo Mei to Hong Kong to apply for documents. Third, Liu Yanping promised to arrange two subordinates to accompany Guo’s wife and daughter to the United States to reunite with Guo. Eighth, Liu Yanping and four people passed through the United States on business visas, but engaged in government affairs and falsely claimed to be diplomats in the CCP’s cultural affairs. In the end, their mobile phones were confiscated by the FBI and expelled by the U.S. government. A senior CCP official at the vice-ministerial level came to the United States, committed violations of U.S. law, and was eventually deported. Judging from Liu’s resume, he was promoted and reused by Meng Jianzhu, a former member of the Political Bureau of the Communist Party of China and secretary of the Central Political and Legal Committee. Sun Lijun was transferred from Shanghai to the Ministry of Public Security by Meng Jianzhu in 2008. Judging from the seven extremely abnormal situations in which Liu Yanping treated Guo Wengui, the most important reason is probably: in order to stop Guo from breaking the news, because Guo has 100% mastery of many shady materials of Liu Yanping’s backstage boss.

Guo Wengui later broke the news that Meng Jianzhu and Jiang Mianheng, the son of Jiang Zemin, had a “life-and-death relationship”. Guo Wengui knew that Meng Jianzhu, Jiang Mianheng, Sun Lijun and others were involved in organ harvesting, which was probably what Meng and others worried about the most. This may be the real reason why Mengjiu sent Sun and Liu to the United States to negotiate with Guo.
