Wang Youqun: Why did Fu Zhenghua join the “Sun Lijun political gang”? | Zeng Qinghong | Xi Jinping

[Epoch Times, April 2, 2022]On March 31, Fu Zhenghua, the former Deputy Minister of Public Security and Minister of Justice, was expelled from the party and from public office and transferred to judicial organs for review.

According to the report of the Central Commission for Discipline Inspection, Fu Zhenghua was charged with as many as ten crimes, such as “extremely inflated political ambitions and extremely despicable political conduct”; “unscrupulous means to achieve personal political goals”; “endangering the centralization and unity of the party”; and carrying firearms, creating a serious safety hazard”;

One of the charges is very special, that is, “participating in Sun Lijun’s political gang.”

Fu Zhenghua’s rank is higher than that of Sun Lijun: in March 2015, when Fu Zhenghua was the deputy minister of the Ministry of Public Security and the deputy secretary of the Party Committee (minister level), Sun Lijun was the director of the Ministry of Public Security’s Internal Security Bureau and the director of the 610 Office of the Ministry of Public Security. From 2015 to 2018, when Fu Zhenghua was the director of the Central 610 Office, Sun Lijun was the deputy director of the Central 610 Office. In March 2018, Fu Zhenghua was transferred to the Minister of Justice, and Sun Lijun was appointed as the Deputy Minister of Public Security.

It seems logically unreasonable that Fu Zhenghua, who is at the ministerial level, joins the “political gang” of Sun Lijun, who is at the vice-ministerial level. However, the Central Commission for Discipline Inspection’s bulletin is written in black and white. what on earth is this kind of happenings?

Officer Sun Li was not big, but his energy was astonishingly large. For example, Gong Daoan, deputy mayor and chief of public security of Shanghai, the largest municipality directly under the Central Government of the Communist Party of China; Deng Huilin, deputy mayor and chief of public security of Chongqing, the most important city of the Communist Party in the southwest of China; The No. 1 major province—Liu Xinyun, Vice Governor of Shanxi Province and Director of Public Security, and Wang Like, Member of the Standing Committee of the Provincial Party Committee and Secretary of the Provincial Political and Legal Committee of Jiangsu Province, the most affluent province of the CCP, can be airborne to these important places and can be promoted. As a deputy ministerial-level official, Sun Lijun played an important role.

Why does Sun Lijun play an important role?

First, Sun Lijun himself does have his “capacity”.

The Central Commission for Discipline Inspection said in a briefing to Sun Lijun that “there is no moral bottom line”. The so-called “no moral bottom line” means that black and white can be reversed “according to needs”, and right and wrong can be confused.

Second, Sun Lijun’s direct backstage boss is Meng Jianzhu.

Meng Jianzhu has successively served as Minister of Public Security, State Councilor, member of the Political Bureau of the Communist Party of China, and Secretary of the Central Political and Legal Committee.

When Meng was in charge of the Ministry of Public Security, Sun Lijun was Meng’s most trusted confidant. From the bottom to the top of the Ministry of Public Security, if they want to gain Meng’s appreciation, they will try to please Sun. When Meng was the head of the Central Political and Legal Committee, Sun Lijun was still Meng’s most trusted confidant. Officials at all levels of the CCP’s public, procuratorial, legal, and administrative divisions would also try to curry favor with Sun if they wanted to gain Meng’s appreciation.

Third, Meng Jianzhu’s backstage bosses are Jiang Zemin and Zeng Qinghong.

Zeng Qinghong, former member of the Standing Committee of the Political Bureau of the Communist Party of China and vice-chairman of the state, Jiang Zemin, the former dictator of the Communist Party of China, and Meng Jianzhu have all served as officials in Shanghai. Meng Cong, deputy secretary of the Shanghai Municipal Party Committee, was transferred to Jiangxi Provincial Party Committee Secretary, Minister of Public Security, and Secretary of the Central Political and Legal Committee. The key players were Zeng and Jiang. Therefore, the trinity of Meng, Zeng, and Jiang is inseparable.

Therefore, Sun Lijun’s backstage boss is not only Meng Jianzhu, but also Zeng Hejiang. The so-called “Sun Lijun political gang” is actually the “Sun Lijun political gang” supported by Meng, Zeng and Jiang.

However, Xi Jinping is the current general secretary of the CPC Central Committee, the president of the state, and the chairman of the Central Military Commission. He is the most powerful figure at the highest level of the current CPC, and he is the “Xi core”. Why didn’t Fu Zhenghua choose to stand on Xi’s side and join the “Sun Lijun political partner”? Woolen cloth?

In this regard, Fu Zhenghua, who is keen on “speculative drilling”, must have gone through some trade-offs.

Before Xi Jinping came to power, Zhou Yongkang, then a member of the Standing Committee of the Political Bureau of the Communist Party of China and secretary of the Central Political and Legal Committee, was in charge of the “knife handle” and was powerful. Fu Zhenghua was under Zhou Yongkang’s family.

something unexpected may happen any time.

On February 6, 2012, Wang Lijun, the former director of the Chongqing Municipal Public Security Bureau, defected to the U.S. Consulate General in Chengdu, where he joined Bo Xilai, a member of the Political Bureau of the Communist Party of China and secretary of the Chongqing Municipal Party Committee, and Bo Xilai, a member of the Political Bureau of the Communist Party of China and secretary of the Central Political and Legal Committee. Zhou Yongkang, the shady secret of plotting to oust Xi Jinping through a coup, leaked to the United States. After the “Bo Zhou coup” conspiracy was revealed, on March 15, 2012, Bo Xilai was arrested and Zhou Yongkang lost power.

Seeing that his master Zhou Yongkang was unreliable, Fu Zhenghua hurriedly changed his family, and exposed Zhou Yongkang’s problems to Hu Jintao, then the leader of the Communist Party of China and Hu Jintao’s successor, Xi Jinping, and attacked his original master. Fu Zhenghua changed from relying on Zhou Yongkang to relying on Xi Jinping. Not only was he not implicated in Zhou Yongkang’s problems, he kept his official position, but he was also promoted from the deputy ministerial level to the full ministerial level.

However, why did Fu Zhenghua switch from relying on Xi Jinping to relying on the “Sun Lijun political gang”?

In my opinion, there are three main reasons:

First, common interests tied them together.

After Jiang Zemin launched the persecution of Falun Gong on July 20, 1999, he has been relying on the secretary of the Central Political and Legal Committee to carry out the persecution. Since 1999, the four secretaries of the Central Political and Legal Committee—Luo Gan, Zhou Yongkang, Meng Jianzhu, and Guo Shengkun—were all promoted and reused by Jiang Zemin and Zeng Qinghong.

Since July 20, 1999, Fu Zhenghua has been following Jiang and persecuted Falun Gong. He is one of the most important “political thugs” under Luo, Zhou, Meng, and Guo to persecute Falun Gong.

From January 2015 to February 2018, Fu Zhenghua served as the director of the 610 Office of the Central Committee and was the highest commander-in-chief of the full-time persecution of Falun Gong throughout the country. During the period, the most important thing Fu Zhenghua did was to persecute the Falun Gong practitioners who sued Jiang Zemin at the Supreme Court and the Supreme People’s Procuratorate.

Fu’s hands were stained with the blood of Falun Gong practitioners. Jiang, Zeng, Luo, Zhou, Meng, Guo, and Fu are all members of the “Blood Debt Gang” that persecutes Falun Gong. The blood debt they bear together binds them together, making them form a community of interests where “one prosper and one loses”.

Second, Sun Lijun is a key figure linking the past and the next.

Jiang and Zeng have been arranging people who can not only continue their policy of persecuting Falun Gong, but also prevent their heinous crimes from being liquidated. However, man is not as good as God. The people Jiang and Zeng arranged, such as Bo Xilai, former member of the Political Bureau of the Communist Party of China and secretary of the Chongqing Municipal Party Committee, and Sun Zhengcai, former member of the Political Bureau of the Communist Party of China and secretary of the Chongqing Municipal Party Committee, were imprisoned by Xi Jinping one by one.

Just as Jiang and Zeng were depressed, a “new political star” rose up, and he was Sun Lijun.

On March 28, 2008, when Sun Lijun was appointed Deputy Minister of Public Security, he was 39 years old and was the youngest Deputy Minister of Public Security. Sun came from Jiang and Zeng’s home base – Shanghai. In his early years he was an important confidant of Jiang and Zeng. He was the “English Secretary” of Shanghai Mayor Han Zheng. In addition, he has strong communication skills, is willing to take dirty work, dare to do dirty work, has a thick face and a dark heart, is good at understanding the intentions of his masters Meng, Zeng, and Jiang, and implements them to the maximum extent. .

If readers have the opportunity to listen to the recording of Sun Lijun’s call to negotiate with Guo Wengui in the United States in May 2015, they can have a specific, intuitive and perceptual understanding of these characteristics of Sun. Link to the recording of the negotiation between Sun Lijun and Guo Wengui, the then director of the First Bureau of the Ministry of Public Security: https://www.youtube.com/watch?v=_Hjb_ChuyOo

Meng, Zeng, and Jiang are the general representatives of the CCP with a thick face and a black heart. After they could not count on Bo Xilai, Sun Zhengcai, etc., they recruited “talents” through the “intermediary” of Sun Lijun, and formed a special power network from the central to the local level to protect their vested interests. It is also logical.

Sun Lijun, who is backed by Meng, Zeng, and Jiang, calls Fu Zhenghua brothers and sisters, and puts on a stance of “sharing the blessings and sharing the difficulties”, and Fu Zhenghua can’t refuse. What’s more, Fu has done too many bad things, and he also needs a gang to protect his interests. It is logical to join the “Sun Lijun political gang”.

Third, I am worried that it is not safe to be tied with Xi Jinping.

Xi started fighting corruption and fighting tigers in January 2013, and by 2022, 560 senior officials at the deputy provincial military level and above, as well as other central management cadres, have been investigated and dealt with.

These include members of the Standing Committee of the Political Bureau of the Communist Party of China at the national level, members of the Political Bureau of the Communist Party of China at the deputy national level, vice chairman of the Central Military Commission, vice chairman of the National Committee of the Chinese People’s Political Consultative Conference, a group of ministers and deputy ministers of the CPC Central Committee and the State Council, a group of provincial party secretaries and deputy secretaries, provincial Governor and Deputy Governor, a group of provincial Politics and Law Committee secretaries and deputy secretaries, and a group of first and second leaders of the Public Procuratorate and Judicial Department.

As far as the military is concerned, Xi inspected more than 160 generals. The number of people is more than that of the generals who have fallen in civil wars, foreign wars, and the Cultural Revolution since the founding of the CCP on August 1, 1927.

In the process of Xi’s anti-corruption campaign, a group of officials would rather see the King of Hell than be “shuanggui” (examined at a specified time and at a specified location) and brought to trial, but chose to jump off a building, dive, take drugs, or hang themselves. self-disconnect in other ways.

All the people who were purged by Xi, their relatives and friends, their back-office bosses, and their stakeholders at home and abroad, may all want to oust Xi from power and put Xi and his family to the ground.

Since the self-study came to power, there have been continuous voices of scolding, criticizing, and denouncing Xi, and Xi has always been shrouded in the cloud of coup d’etat.

Fu Zhenghua may feel that it is not safe to be tied up with Xi.

Epilogue

No matter Sun Lijun or Fu Zhenghua, they are all calculating people. Sun Lijun has a fifteen-year plan to upgrade his position in five years. The Central Commission for Discipline Inspection said that Fu Zhenghua’s “political ambitions were extremely inflated”, and it was estimated that he also had a “grand” plan to become a deputy or senior official at the national level.

However, they did not calculate that they would one day be reduced to prisoners.

God knows what you did. The law of good and evil repays everything. Sun Lijun and Fu Zhenghua both had good plans back then, but evil will be rewarded, and when the time comes, they will be rewarded immediately.

Senior officials who joined the “Sun Lijun political gang” are being punished one by one. The behind-the-scenes bosses of the “Sun Lijun political gang” – Meng Jianzhu, Zeng Qinghong, and Jiang Zemin – will surely be punished. This day will come regardless of anyone’s subjective will.

I hope that the lessons of Sun Lijun and Fu Zhenghua can wake up some people.
