In the interview conducted by Fa Guang, Wang Weiluo analyzed the four major factors that led to the floods in Zhengzhou: 1. In order to develop real estate in Zhengzhou, the urban planning of Zhengzhou only paid attention to water features and ignored the flood discharge function of the river; 2. Changzhuang Reservoir had no warning for flood discharge and flood discharge The scale far exceeds the carrying capacity of the surrounding rivers; third, Zhengzhou water resources managers only value water storage rather than drainage, and do not know how to deal with it under extreme weather; fourth, China’s information lacks transparency, and many real situations are simply not known to the outside world .

Regarding the problem that the South-to-North Water Diversion is likely to cause floods, Wang Weiluo actually described it in a signed article published in the “Dongxiang” magazine in 2015.

The South-to-North Water Diversion Project is a large-scale water conservancy project in operation by the Chinese Communist Party. It transfers abundant water resources from the Jianghuai River Basin in China to North and Northwest China. It aims to change the situation of China’s floods and droughts in the south and severe water shortages in the north. The project traverses the four major river basins of the Yangtze River, the Huai River, the Yellow River and the Haihe River. It is the world‘s largest trans-basin water transfer project. The total investment is expected to exceed 500 billion yuan (77.2 billion US dollars). The project consists of three water diversion lines from east, middle and west, among which the middle line waterway passes through Zhengzhou, Henan.

Wang Weiluo said that most of China’s rivers flow from west to east, while the main canal of the South-to-North Water Diversion Project flows from south to north, intersecting hundreds of natural east-west rivers. However, the rivers in the Central Plains are seriously polluted. In order to ensure the water quality of the South-to-North Water Diversion Project, they are not allowed to directly intersect. Therefore, they can only be crossed by “overpasses” in the form of aqueducts or culverts.

Wang Weiluo said that the cross-sections of these rivers are very limited whether they pass from above or below. Because the engineering cost is too high, the flow capacity is very small, so it is easy to cause floods.

At the same time, more than 200 projects spanning large and medium rivers were constructed in the main canal of the South-to-North Water Diversion Project, causing hundreds of natural rivers to disappear due to the interruption of this main canal. In the natural state, when the South-to-North Water Diversion Project was not built, there were more than 800 natural rivers flowing from west to east. After the main canal of the South-to-North Water Diversion Project was built, only more than 200 rivers remained, and hundreds of rivers disappeared as a result. .

These areas have been developed, either farmland or construction land, but it was originally a river area, so when a flood occurs, the water still has to come back.

In addition, to the west of the main canal of the South-to-North Water Transfer Project, there are two most famous rainstorm areas in China: one is the rainstorm area in western Henan, and the other is the rainstorm area at the eastern foot of the Taihang Mountains. Then the water from the two rainstorm areas was blocked by the main canal of the South-to-North Water Diversion. The main canal of the South-to-North Water Transfer Project has formed a natural wall here to block the flood that should have passed.

Wang Weiluo said that the flow of the Jialu River in Zhengzhou at its highest peak in history was 3,900 cubic meters per second, while the current flow is only 600 cubic meters per second, which is not even a fraction of the time.

He said that nature is such an existence, an existence in which everyone depends on each other. You can’t offend me too much. People take up too much space in the river and must be spit out.

The Jialu River is known as the “Mother River” of Zhengzhou, and is named after Jialu, a water conservancy official in the Yuan Dynasty.
