«The Public Administration will be called upon to undergo a profound transformation in its organizational and operational methods in the coming years. Although it is a complex process that does not require rapid resolution, the digitization of the PA represents an enormous opportunity for the country-system. It is not just a matter of keeping up with the times, but of grasping the possibilities offered by innovation to guarantee citizens and businesses public services of the highest quality, efficiency and effectiveness. And untie those knots that hold back the development and growth of the economy as a whole ». The undersecretary to the Presidency of the Council of Ministers said so Take it on Messina, who spoke at the conference ‘The National Strategic Pole for Digitization. The national data strategy ‘, in the Senate, at Palazzo Giustiniani.
Cost reduction with new digital technologies
Assuntela Messina recalled that the protagonist of this process “will be the implementation of Cloud Computing technologies, capable of simplifying and optimizing the management of IT resources and pave the way for the adoption of new digital technologies, allowing a significant reduction in costs for the public administration and also for citizens. The relaunch of the country system also passes through these opportunities which become opportune, necessary, recognizable responses ».
What is the National Strategic Pole
The National Strategic Pole is the infrastructure for guaranteeing safety and technological autonomy on strategic assets for the country. The digital transformation of the Public Administration is one of the main objectives pursued by the Pnnr, the National Recovery and Resilience Plan. And the first “Mission” of the Plan is the digitization of the PA which has, among the objectives, that of favoring and supporting administrations in the migration to cloud solutions according to the principle of cloud first. The 2026 goal is to bring about 75 % of Italian public administrations to use cloud services. The creation of a National Strategic Pole is led by the Department for Digital Transformation. The infrastructure will be managed by an economic operator selected through the launch of a public-private partnership. The goal of the Polo is to host the critical and strategic data and services of all central administrations (about 200), local health authorities and the main local administrations (regions, metropolitan cities, municipalities with more than 250 thousand inhabitants).
The access keys to the PSN remain under public control
«The databases of public administrations will be ‘connected’ to each other. The goal is to improve services for citizens ”, recalled the Senator Quaestor Antonio De Poli (UDC), speaking on the sidelines of the conference. De Poli reiterated that, «as Minister Colao pointed out a few months ago, 95% of the servers of the Italian public administration are not in a safe condition. This is why it is important that the ‘keys’ to enter the ‘home’ of Italian data (the national strategic pole, ed) remain under public control ».
Cloud central challenge to connect country
«Cloud technology will be like a ‘bridge’ connecting different ‘islands’. The administrations will be connected to each other. Citizens will no longer have to provide the same information to different public bodies. It will be enough to do it only once: the once-only principle will apply ”, said the senator commissioner Antonio De Poli, recalling that“ the skills factor is crucial ”. It is therefore important, he concluded, “to invest in the new literacy of Italian citizens. The digital challenge must not only concern the ‘cars’ but above all the ‘drivers’, the people. There can be no real digitization if we don’t go back to investing in human capital. Skills, therefore, will make the difference. The Recovery Plan is an opportunity to invest at 360 degrees in infrastructures, human capital and the Public Administration ».
