The Government Council adopts a draft decree setting air quality standards:

The Government Council, meeting on Thursday, approved a draft decree setting air quality standards and the modalities for setting up monitoring networks.

Presented by the Minister of Energy Transition and Sustainable Development, Leila Benali, the draft decree no. 2.23.244, modifying and supplementing decree no. 2.09.286 of 20 Dhou al-hijja 1430 (December 8, 2009) setting the air quality standards and the arrangements for setting up monitoring networks, aims to add some definitions, update the table in the annex defining the list of pollutants and air quality standards and modify certain provisions relating to the improvement of the governance of the management of the air quality control and surveillance network in Morocco, explained the Minister Delegate in charge of Relations with Parliament, government spokesperson, Mustapha Baitas , during a press briefing following the Council.

The Council also decided to postpone to a later date the examination of draft decree no. 2.23.1144 modifying and supplementing decree no. 2.11.344 of 9 Dhou al-qida 1432 (October 7, 2011) relating to the procedures for executing the expenditure of the Economic, Social and Environmental Council, added Mr. Baitas.

The Government Council adopts a draft decree on the Customs and Indirect Taxes Code:

The Government Council, meeting Thursday in Rabat, adopted draft decree n°2.23.1204 modifying and supplementing decree n°2.77.862 of 25 chaoual 1397 (October 9, 1977) taken for the application of the Customs Code and indirect taxes falling under the Administration of Customs and Indirect Taxes (ADII), approved by the dahir establishing law n°1-77-339 of 25 chaoual 1397 (October 9, 1977).

The Governing Council adopts a decree on the creation and organization of the IFBP:

The Government Council, meeting on Thursday, adopted draft decree No. 2.23.783 establishing and organizing the Training Institute for Bakery and Pastry Trades (IFBP) in Casablanca.

Presented by the Minister of Agriculture, Maritime Fisheries, Rural Development and Water and Forests, Mohammed Sadiki, this decree is part of the objectives set by the “Green Generation” strategy for the development of the agricultural sector. , in particular that of training 140,000 graduates in the field of agricultural professional training by 2030, indicated the Minister Delegate in charge of Relations with Parliament, government spokesperson, Mustapha Baitas, during a press briefing in the outcome of the Council.

In this regard, he recalled the signing of an agreement between the Ministry of Agriculture, Maritime Fisheries, Rural Development and Water and Forests, the Ministry of Economic Inclusion, Small Business, employment and skills, and the Ministry delegated to the Minister of the Economy and Finance, responsible for the Budget, as well as the Company of the Training Institute for Bakery and Pastry Professions (IFBP-SA ), represented by its Chairman of the Board of Directors, and the National Association for the Promotion of Bakery and Pastry (ANVBP), represented by its President, on December 8, 2021, for the delegated management of the Institute.

This decree aims to create and organize the Institute, to set the admission conditions and to organize the training courses, while determining the management and administration methods of the IFBP.

The Governing Council approves proposals for appointment to higher positions:

The Governing Council approved, on Thursday, proposals for appointment to higher functions, in accordance with the provisions of article 92 of the Constitution.

Thus, at the level of the Ministry of Health and Social Protection, Mr. Mustapha Yaacoubi was appointed director of the Higher Institute of Nursing and Health Techniques (ISPITS) in Fez, indicated the Minister Delegate in charge of Relations with Parliament, government spokesperson, Mustapha Baitas, during a press briefing following the Council. At the level of the Ministry of Economic Inclusion, Small Business, Employment and Skills – Economic Inclusion, Small Business and Employment department, Ms. Hajar Mortaji was appointed Director of the National Labor Market Observatory. In the Department of Vocational Training under the same ministry, Mr. Saad Maelainine was appointed Director of Educational Coordination and the Private Sector, he added.

Regarding the Ministry of Economy and Finance, MM. Lotfi Missoum and Anouar Sandi were respectively appointed head of the Directorate of Regulation, Research and International Cooperation at the General Treasury of the Kingdom (TGR) and Director of Public Finance at the TGR.
