Xi Jinping’s clearing again challenges the State Council to issue “nine prohibitions” | Dynamic clearing | One size fits all |

[NTD, Beijing time, June 06, 2022]Xi Jinping’s “dynamic clearing” epidemic prevention policy is facing another challenge. On June 5, the State Council of the Communist Party of China announced “nine prohibitions” for epidemic prevention, prohibiting all localities from adopting “one size fits all” and “one-size-fits-all” measures in epidemic prevention. “Layer-by-layer coding” and other phenomena.

At the press conference of the joint prevention and control mechanism held by the State Council on the same day, Lei Zhenglong, deputy director of the CDC of the National Health Commission of the Communist Party of China, announced that all localities must resolutely implement the “nine prohibitions” for epidemic prevention, including the prohibition of arbitrarily extending medium and high-risk areas and During the control time of the closed area, measures such as isolation are not allowed for college students who are eligible to leave school and return to their hometowns.

The “Nine Prohibitions” specifically include:

1. It is not allowed to arbitrarily expand the scope of restricted travel from medium and high risk areas to other areas.

2. It is not allowed to take restrictive measures such as compulsory persuasion and isolation for people from low-risk areas.

3. It is not allowed to arbitrarily extend the control time of medium and high risk areas, closed and controlled areas, and control areas.

4. It is not allowed to arbitrarily expand the scope of risk personnel who take isolation and control measures.

5. It is not allowed to arbitrarily prolong the isolation and health monitoring time of risk personnel.

6. It is not allowed to arbitrarily refuse to provide medical services for critically ill patients and patients requiring regular diagnosis and treatment on the grounds of epidemic prevention and control.

7. It is not allowed to take measures such as isolation for college students who are eligible to leave school and return to their hometowns.

8. It is not allowed to set up epidemic prevention checkpoints at will, and restrict the passage of qualified passengers and truck drivers and passengers.

9. It is not allowed to arbitrarily close places in low-risk areas to ensure normal production and life.

Lei Zhenglong said that the National Health and Medical Commission requires all localities to coordinate “epidemic prevention and control” and “economic and social” development, and resolutely prevent “simplification”, “one size fits all” and “layers of overweight” in epidemic prevention.

Since the outbreak of the CCP virus (COVID-19), the Beijing authorities have adopted strict “zero-clearing” epidemic prevention measures, and closures of cities, districts, villages, and schools have occurred from time to time across the country. There are not a few officials who have been sacked for ineffective epidemic prevention, but so far no CCP official has been investigated for excessive epidemic prevention.

On May 5, Xi Jinping, General Secretary of the Communist Party of China, once again emphasized at the Standing Committee of the Political Bureau of the Central Committee that the “dynamic clearing” will not be shaken, and will fight against all words and deeds that deny the epidemic prevention policy. But in the days that followed, the zero-clearing policy not only caused public grievances, but also hit China’s economy hard.

On May 25, Li Keqiang urgently convened a “National Video and Telephone Conference on Stabilizing the Economic Market”, rarely acknowledging that China’s economy was seriously declining. He said that since March and April, China’s economic indicators have been significantly lower, and the impact is greater than when the epidemic broke out in 2020. The bad economy has severely impacted the central fiscal revenue. In April, the national fiscal revenue fell by 5.9% from the caliber, and the local fiscal revenue fell even faster, down by 6.6%.

Li Keqiang revealed that several provinces have requested approval for emergency bond issuance to tide over the difficulties. But he said, “Unless there is another catastrophic natural disaster, there is still a total reserve fund, and the rest of the money will depend on your place.”

At the same time, the State Council of the Communist Party of China issued 33 measures in 6 areas to try to stop the declining economic situation. As of May 26, the State Council has dispatched inspection teams to 12 provinces including Liaoning, Jiangsu, Zhejiang, Anhui, Fujian, Shandong, Henan, Hubei, Hunan, Sichuan, and Shaanxi to conduct special inspections on policy implementation and supporting facilities.

However, it is widely expected that now is a critical period for the personnel transition of the 20th National Congress of the Communist Party of China. In order to maintain their positions, officials from all over the world are in a dilemma between how to choose a balanced response between Xi Jinping’s zero policy and Li Keqiang’s “stabilizing the economy”.
