The spokesperson of the Ministry of Foreign Affairs of the Communist Party of China Zhao Lijian avoided responding directly to relevant questions twice. Experts believe that Xi is just a diplomatic method, not that he does not want to meet. At present, under frequent containment by the United States, Xi is afraid that the outside world will interpret it as showing weakness.

Biden and Xi Jinping had a telephone conversation on the 9th. The British media “Financial Times” quoted a number of people familiar with the matter as saying that in the 90-minute conversation, Biden suggested holding a face-to-face meeting with Xi Jinping. Instead of accepting Biden’s proposal, Xi asked Washington not to adopt a tough tone against Beijing.

On September 14, when asked by reporters about the matter, Biden said, “This is not true.” White House National Security Advisor Jake Sullivan also issued a statement on the same day that the report in the Financial Times “does not accurately reflect this call.”

Compared with the White House’s denial, the response of the Chinese Ministry of Foreign Affairs is more vague. On September 15th, at the press conference of the Ministry of Foreign Affairs of the Communist Party of China, a reporter asked about this matter. Zhao Lijian did not answer directly, but said that the two sides agreed to continue to maintain contact through various means.

Zhao Lijian neither acknowledged nor denied it. Being regarded by the outside world is tantamount to denying the possibility of visiting Xi Xi in a disguised form. Is Xi Jinping really unwilling to meet Biden or Biden didn’t mention it? Or is there any other inside information? Arouse public attention.

In an interview with The Epoch Times, Taiwan’s National Policy Research Foundation military expert Li Zhengxiu analyzed that the White House denied Biden’s request for a meeting because they did not want people to think that Xi Jinping was aloof, and world leaders did not want Western media to interpret it like this. Li Zhengxiu said that under such circumstances, it is not easy for Biden and Xi Jinping to meet in the near future. However, if Xi Jinping did not immediately agree to the meeting, it does not mean that he will not. This is a diplomatic mystery. For Xi Jinping, he feels that this is a way for him to handle relations with the United States.

He analyzed, “If the relationship between the United States and China is relatively relaxed and good, as long as one party proposes a meeting, I believe the other party will immediately say, “Okay, let’s find a chance to meet”. But because of the current tension, Xi Jinping will immediately agree. Because you agreed right away, you may be interpreted as saying whether you want to show weakness to the United States and express my weakness.”

Xi Jinping threw the ball to Biden?

Reuters quoted a source who participated in the briefing on the 15th as saying that the report of the Financial Times was accurate. “Xi Jinping seems to imply that the United States should first improve the tone of speech and the atmosphere of relations between the two countries.”

Li Zhengxiu analyzed, “Xi Jinping deliberately raised such a question first, provided that you redefine the relationship, and we would be willing to meet you. So he just threw the ball back to the United States and to Biden.”

A US official told the media before calling on Xi that the direct communication between US and Chinese leaders is to test whether the current deadlock in relations between the two countries can be broken.

During the four years of Trump’s administration, he promoted de-Communistization. First, he fought a trade war, then a technology war and a financial war. Biden and Xi Jinping are less likely to meet

Yang Wei analyzed that there should be no conditions for reaching a secret agreement between the worship and Xi; if the two parties really want to form a tacit understanding in private, face-to-face meetings are undoubtedly the best way. After all, phone calls or videos will leave a record. Judging from the statements of the two parties, the visit to Xi could not be confirmed for the time being, and the meeting could not be bridged, so it had to be shelved for the time being.

After the call to visit Xi, the White House stated that the call was intended to keep the two countries in communication, but it did not announce any follow-up contact plan.

Prior to Xi’s call, the lower-level communication between the U.S. and China was not smooth, especially in mid-March, when U.S. Secretary of State Blincoln and senior CCP officials Yang Jiechi and Wang Yi held talks in Alaska. However, it is unlikely that US-China relations will temporarily ease. The Wall Street Journal reported on the 14th that the Biden administration is considering investigating the CCP’s industrial subsidy policy and may impose new tariffs on Chinese goods. The White House also hopes to cooperate with the European Union and Asian allies, gain support from all parties within the WTO, and fight against the CCP.

Su Ziyun, director of the Institute of Strategy and Resources of the Taiwan National Defense Security Research Institute, told The Epoch Times that the Chinese Communist regime is a highly aggressive system. To a certain extent, it is a situation where countries are bayonet and short-armed with the CCP on the economic battlefield. Xi Jinping will pave the way for re-election next year and will continue to strengthen the line of control internally. Therefore, Sino-US relations should remain unchanged for the time being.

Commentator Yang Wei believes that Xi Jinping’s rejection of Biden’s proposal to meet seems illogical. If Xi Jinping can really win the meeting, it should be good for Xi Jinping’s 20th National Congress. But Xi Jinping’s reluctance to go abroad and fear of contracting the epidemic may be true.

Yang Wei said that Sino-US relations are so bad that even if Xi Xi actually met, what can they talk about? If only repeating “avoid conflict and maintain communication”, such a summit is really meaningless. The China-US summit is actually nothing to watch. As the confrontation intensifies, whether the Sino-US relations will get worse is what is worth watching.
