Zhong Yuan: Xi Jinping talks publicly about power replacement at sensitive moments | Competition | Democracy | Infighting

by admin

[Epoch Times October 15, 2021]On October 14, Xi Jinping spoke at the Working Conference of the People’s Congress of the Communist Party of China. He mentioned “competition” and called it “system competition.” At the same time, when Xi Jinping explained “democracy”, he also suddenly mentioned whether the leadership could “orderly change.” At this sensitive moment, he once again revealed his concerns about the rare call in the party.

Xi Jinping’s “competition” and Biden’s “competition”

On October 6, after a meeting between Yang Jiechi, Director of the Office of the Foreign Affairs Committee of the Communist Party of China, and Jake Sullivan, the U.S. National Security Adviser, the White House statement continued to emphasize the “importance of responsible management of competition between the two countries.” The statement issued by the Xinhua News Agency opposes the definition of “competition” in Sino-US relations.

At the working meeting of the CPC National People’s Congress on October 14, Xi Jinping said, “The world today is undergoing major changes unseen in a century. Institutional competition is an important aspect of overall national strength competition. Institutional advantages are an important advantage for a country to gain strategic initiative.”

A week later, Xi Jinping also talked about “competition” and seemed to agree with the concept of “competition” between China and the United States. If the “competition” mentioned by Xi Jinping does not refer to the United States, which countries will it refer to?

The narrative methods of Xi Jinping and Biden are exactly the opposite. Biden downgraded confrontation or the “Cold War” as “competition” or “intense competition”; Xi Jinping also said “competition” on the surface, but the actual explanation is confrontation and hegemony. The two have different opinions, but neither can avoid the reality of Sino-US confrontation.

Biden tried to avoid a fight for superiority, but Xi Jinping wanted to fight for superiority. Therefore, he always wanted to fight for “strategic initiative”, but his strength was inadequate and the means were limited. In desperation, Xi Jinping described the NPC’s vase system as an “system advantage” and tried to interpret democracy, but in reality it revealed that the CCP regime felt a strong crisis both inside and outside.

Democracy is just a mantra for decoration

Xi Jinping said, “The key to a country’s democracy and undemocracy lies in whether the people are the masters of the country. It depends on whether the people have the right to vote and whether they have the right to participate widely.” “It also depends on whether the power is really affected by the people. Supervision and restriction.”

The logic of this sentence itself is not wrong, but in mainland China, I believe that the answer of most people is no. The existing system of the CCP’s people’s congress is the best footnote.

Xi Jinping said that “democratic elections to elect deputies to the people’s congress”; the vast majority of Chinese people should have no such experience and do not know how the so-called “deputies to the people’s congress” are produced. But many people know that the so-called “Chairman of the National People’s Congress” is one of the CCP Politburo Standing Committees. After the senior officials of the CCP retired, they usually go to the Standing Committee of the National People’s Congress to provide for their retirement. You can only mix up a committee member or something.

“People’s Congress deputies” are appointed, and the CCP’s National People’s Congress only meets once a year, and the power of the National People’s Congress is usually held by the Standing Committee of the National People’s Congress. The “Chairman of the National People’s Congress” is a member of the Standing Committee of the Political Bureau of the Communist Party of China. Therefore, the People’s Congress of the Communist Party of China is also called the “rubber stamp”, and the deputies to the National People’s Congress are called the “hand-lifting device”. Now it should be called the “button machine.”

Xi Jinping also said, “We must strengthen the party’s overall leadership over the work of the National People’s Congress.” Party committees at all levels must “listen to regular reports on the work of the Standing Committee of the National People’s Congress.” Comprehension and political execution”, “become a political organ that consciously adheres to the leadership of the Communist Party of China.”

These requirements are tantamount to completely overturning the previously mentioned “people are the masters of the country.” The National People’s Congress not only cannot supervise the “party and government” on behalf of the people, it has to accept the supervision and leadership of the party. “People’s Congress deputies” are also required to “hold a firm political stand and fulfill political responsibilities” and “strengthen the awareness of political organs.” The National People’s Congress is clearly defined as a “political organ” of the CCP.

There is really no “system advantage” in such a system. With such a system “competing” with the outside world, the current situation has been “a superior and inferior judgment.” There is no democracy in China, and there is no democracy within the CCP, and the bloody wind of the CCP’s transfer of power has no “advantages” at all.

Can the leadership of the Chinese Communist Party “Orderly change”?

In his speech, Xi Jinping seldom talked about the sensitive topic of power change. He said, “To evaluate whether a country’s political system is democratic and effective, it mainly depends on whether the country’s leadership can be replaced in an orderly manner in accordance with the law.” Effectively participate in national political life, whether national decision-making can be made scientific and democratic, and whether talents from all fields can enter the national leadership and management system through fair competition.”

The answer is of course no. The CCP’s power changes are often accompanied by fierce internal struggles, which can be described as impossible and disorderly; the winner is king, and the loser will at least become a prisoner or even be put to death. The CCP’s high-level decision-making is not to mention “scientific and democratized”. The current series of internal and external problems encountered by the CCP are caused by a series of high-level wrong decisions. People of ordinary ability should see the problem, but they don’t allow it. Said that otherwise it would be “misconsideration of the central government”, and how can real talents enter the “national leadership and management system.”

The CCP is about to carry out a new round of power changes. Xi Jinping wants to be re-elected. Of course, he must prevent people from openly opposing and disrupting the situation. Therefore, he took the opportunity to shout to the party, hoping to “orderly change” and make fewer troubles. After Xi Jinping’s speech, Li Zhanshu immediately stated that “unswervingly implement the supreme political principle of upholding the party’s leadership and ensure that all work of the National People’s Congress is carried out under the leadership of the party.”

At this working meeting of the People’s Congress of the Communist Party of China, the Seventh Standing Committee of the Politburo and Wang Qishan attended the meeting. Xi Jinping took the opportunity to speak to the party and publicly mention the “orderly replacement” of the leadership, which is actually tantamount to the crucial Sixth Plenary Session of the 19th Central Committee. Make a foreshadowing.

The so-called “system advantage” of the CCP may help a few people continue to hold power and protect the interests of the few people. However, not only does China continue to have no “competitive” advantages, it can only be disadvantaged.

The CCP is enemies both inside and outside, and the biggest enemy is always inside. The CCP’s top leaders fear the common people and even their opponents within the party, but they talk about “competition” outside. The ultimate outcome of the CCP will inevitably fall under its so-called “system.” Hope that such a day will come soon and the hardships of the Chinese people will end sooner.
