According to a report by the Chinese Communist Party’s official Xinhua News Agency, the 19th meeting of the 13th CPPCC Standing Committee closed in Beijing on the morning of the 24th. Wang Yang, member of the Standing Committee of the Political Bureau of the CPC Central Committee and chairman of the National Committee of the Chinese People’s Political Consultative Conference, presided over the closing meeting and delivered a speech.

The meeting ratified the decision to remove Fu Zhenghua from the post of deputy director of the Social and Legal Affairs Commission and revoke his membership of the 13th National Committee of the Chinese People’s Political Consultative Conference.

Prior to this, on October 27, the 60th Chairman’s Meeting of the 13th National Committee of the CPPCC was held in Beijing. The meeting reviewed and passed the decision on removing Fu Zhenghua from his post and disqualifying him as a member of the CPPCC. It was submitted for the 19th time. The standing committee meeting ratified it.

Fu Zhenghua went off on October 2, and the website of the Central Commission for Discipline Inspection reported that he was investigated for suspected violations of law and discipline.

On the same day, the Beijing Municipal Public Security Bureau and the Ministry of Justice of the Communist Party of China both convened an emergency meeting to support the central government’s decision to investigate and deal with Fu Zhenghua, and expressed the need to eliminate the influence of Fu Zhenghua’s poisoning.

Hong Kong’s Ming Pao quoted sources on October 5 and revealed that the Politburo meeting of the CPC Central Committee held on the morning of September 29 agreed to take compulsory measures against Fu Zhenghua and at the same time reviewed and approved the Central Discipline Inspection Commission’s review report on Sun Lijun, the former Deputy Minister of Public Security of the Communist Party of China.

On the same day, Fu Zhenghua was taken away from his home in Beijing. Three days later, the Central Commission for Discipline Inspection announced the news of Fu Zhenghua’s investigation.

On October 8, Guo Shengkun, secretary of the Central Political and Legal Committee and leader of the national political and legal team education and rectification leading group, made a statement at the second batch of political and legal team education and rectification work promotion meeting and supported the decision of the former deputy ministers of the Ministry of Public Security Sun Lijun and Fu Zhenghua.

However, Guo Shengkun, who is a member of the Jiang faction, delayed six days in investigating and prosecuting Fu Zhenghua, who also belonged to the Jiang faction, by the Xi Jinping authorities, and was accused of negatively resisting.

The public resume shows that Fu Zhenghua was born in March 1955 and served as the director of the Beijing Municipal Public Security Bureau, the deputy minister of the Ministry of Public Security, the member of the Central Political and Legal Committee, and the director of the Central 610 Office.

Fu Zhenghua used to be a cronies of Zhou Yongkang, the former secretary of the CCP’s Political and Legal Committee.

But when Xi Wang cracked down on Zhou Yongkang against corruption, Fu Zhenghua turned to Xi Jinping, exposed Zhou Yongkang, was appointed as the leader of the Zhou Yongkang case investigation team, bypassed the Central Commission for Discipline Inspection, directly reported to Xi Jinping, and obtained Xi Jinping’s short-term reuse.

In the case of Lei Yang in Beijing in 2016, Fu Zhenghua controlled 4,000 police officers to jointly protest, and forced Gong Xi Jinping to show that he was unfaithful to Xi and was still a member of the Jiang faction.

In March 2018, Fu Zhenghua was transferred as Minister of Justice and Deputy Secretary of the Party Leadership Group. At that time, public opinion generally believed that this was the government’s plan to adjust the tiger away from the mountain.

In May 2020, Fu Zhenghua was transferred to the deputy director of the Social and Legal Committee of the 13th CPPCC National Committee. He is a member of the 19th Central Committee. Until the sunset on October 2, 2021.
