The main forum of the Zhongwei “Yuntian Conference” held on the 18th, with the theme of “Green Development and Data Sharing”, witnessed the establishment and development of cloud computing and big data industries in this land.
Plant a plane tree to attract phoenixes to live
Walking up to a mound in the Zhongwei Industrial Park, at a glance, the silver-white factory buildings are gradually spreading out.

The annual average temperature in Zhongwei is 8.8 degrees Celsius, which is suitable for the development of all natural air cooling. At the same time, clean energy accounts for more than 90%, water and natural gas prices are relatively low, and land resources are abundant, making it the best choice for optical fiber network construction.
“Although the natural conditions are good, the phoenix tree must be erected to attract the Golden Phoenix.” In 2014, when the construction of the Western Cloud Base just started, Yong Jiapeng, the director of the Industrial Park Planning and Construction Bureau, was holding back his energy. “Industrial development, infrastructure construction Go ahead and do it to the highest international standard.”
Walking into the park, the most eye-catching features are the several high-voltage electrical towers and 110 kV substations that stand tall. “After several years of construction, our power grid has not only large power transmission, but also high power supply security.” Pointing to the electric tower flashing under the sun, Yong Jiapeng is quite confident. In the invisible underground, the construction standards are also unambiguous. In the National (Zhongwei) New Internet Exchange Center, rows of cabinets are neatly arranged, and densely packed cables are bundled together and extend outward, leading to node cities thousands of kilometers away.
“If you want to get rich, build roads first. For the same reason, if the big data industry wants to develop, you must first build an information highway.” Directly connected information channels such as Xi’an, Xi’an, and Taiyuan have been laid one after another. “Intercommunication between hub nodes can make data flow faster and have lower latency.”
Feng Xu, director of the Cloud Computing and Big Data Development Bureau of Zhongwei City, said frankly, “Only by doing a good job in the construction of information infrastructure can companies be willing to land.”
Today, good natural conditions and infrastructure have attracted the “Golden Phoenix” for Zhongwei, and six super-large and large-scale data centers have been completed and put into operation. According to statistics, Zhongwei has invested a total of 8 billion yuan, built a computer room area of about 250,000 square meters, and installed a server capacity of 600,000 units. It has become one of the leading cities in China for server installed capacity.
Promote industrial upgrading and high-quality development
“Takeaway users in Beijing place orders, and the data can be transmitted to Zhongwei within a few milliseconds to complete the calculation.” Feng Xu introduced that after the completion of the Zhongwei data center cluster, China Merchants introduced more than 200 cloud computing companies.
The cloud computing industry is booming in Zhongwei, attracting leading companies from all over the country to settle in, and profoundly affecting the development direction of local enterprises.
“Internet leading companies are too far away from Zhongwei from a geographical point of view. Only through localization support can the cloud computing industry develop more smoothly.” Chen Hongqing, head of Zhongwei Hengli Electric Control Company, said with confidence. But just 5 years ago, he was still murmured about whether to transform into the hottest big data industry.
What really made Chen Hongqing determined was a visit to the Western Cloud Base. After seeing the cabinet with his own eyes and having a long conversation with the person in charge of the big data company, he has a bottom line. “After the visit, I feel that the digital industry is very close to us. This proximity is not only a physical distance, but also a psychological distance.”
In 2016, this local company in Zhongwei, which used to focus on electronic meters, fully transformed and started to develop big data application products, and won the title of “National High-tech Enterprise” in 2020.
In September 2019, Zhongwei City issued the “Implementation Opinions on Accelerating the Construction of “Yuntian Zhongwei” and Promoting High-quality Development”, focusing on cultivating new industries and new business formats. With this “East Wind”, more local companies that have joined the tide of transformation have accumulated technology and embarked on the road of development in pursuit of high added value.
In 2014, when the western cloud base was being built, Meili Paper, a local company in Zhongwei, entered the field of cloud computing and established MCC Meili Cloud Industry Investment Co., Ltd.
“Now that the servers have all been rented out, the revenue of the cloud industry has accounted for 80% of the total revenue of the group.” said Li Hui, director of operations of Meili Cloud, “from simply selling cabinets to gradually upgrading to providing operation and maintenance technology and services. System, now we can achieve a set of strategies for one customer, selling and building standards.”
After 7 years of development, Zhongwei’s big data industry chain has been continuously extended and the industrial ecology has become increasingly abundant, which has also changed the career path of local talents.
When he met Pan Yuliang, the head of operation and maintenance of Meili Cloud Zhongwei Data Center, he was walking through rows of brackets, carefully inspecting each machine.
“I never thought I would do this business.” This dark-skinned young man worked in the oil field a few years ago and was responsible for the debugging of electronic instruments. After several years of learning, he has become the company’s technology leader. “In the beginning, all foreign experts led us. Now the local staff of Zhongwei has also grown up and gradually formed a localized operation team.”

Service on the cloud, people’s livelihood enjoys intelligence
In Zhongwei, everyone has their own understanding of “cloud”.
“With the cloud, diagnosis and treatment are more convenient.” said Luo Li, a physician at the Second People’s Hospital of Zhongwei City. Recently, she spends two hours a day sitting in the remote ECG center of the hospital to diagnose the ECG from 9 primary health centers.
Patients take electrocardiogram images in township hospitals, and city doctors can complete a preliminary diagnosis within 3 minutes by clicking on the computer. “With this system, patients can enjoy the diagnosis and treatment services of municipal hospitals at their doorsteps.” Luo Li said that the hospital has built a remote imaging center and a remote ECG center, and has successively completed 7191 remote imaging diagnosis and 4294 remote ECG diagnosis services.
In July 2018, Ningxia was approved to create the country’s first “Internet + Medical” demonstration zone. Relying on Zhongwei’s cloud industry base, Ningxia has successively developed smart monitoring rings and remote touring diagnosis and treatment vehicles, and gradually penetrated into every corner of people’s healthy life.
“With the cloud, the cleaning is more precise.” On the busy street, the cleaner Ji Xuexin opened the mobile app, and his movement track and the responsible area were clearly visible on the map.
By building the “Sanitation Cloud” big data platform, the cleaning area of 7.46 million square meters in the urban area has been subdivided into 238 responsible areas. The cleaning range of the cleaning staff is clearer and the response is more timely. The environmental sanitation department of Zhongwei City has established a sophisticated monitoring system, and through dynamic inspections, the residence time of surface garbage in the urban area does not exceed 5 minutes. In 2017, related experience won the “China Human Settlement Environment Exemplary Award”.
