Rome, 27 October 2021 – The new rules on scooters have been voted on in the Transport and Environment Commission in the Chamber. And now they have a clear path. Because trust will be placed on that text. So no possible surprise in the Senate. After all, the timetable is tight. The infrastructure decree must be converted into law by November 10, under penalty of forfeiture. Rome, 27 October 2021 – The new rules on monopattini have been voted in Transport Commission and Environment in the Chamber. And now they have a clear path. Because trust will be placed on that text. So no possible surprise in the Senate. After all, the timetable is tight. The infrastructure decree must be converted into law by November 10, under penalty of forfeiture.

Even the sting on mobile phones invoked for years by the grillini disappeared, stellar fines and license suspension at the first infringement had to arrive. Instead, everything remains as it is today, penalties ranging from 165 to 660 euros and suspension of the license from one to three months only “if the same person commits a further violation in the course of two years”. The ban on cigarettes in cars is also in smoke. Here is a guide to the main news.

IS THERE A HELMET OBLIGATION FOR SCOOTERS?

It is confirmed only for minors, from 14 years (before that age the vehicle cannot be used). On the other hand, the proposal to extend the obligation to adults was rejected. “He would have destroyed the sharing and reduced the number of users”, is certainly the grillino Diego De Lorenzis, the man of the agreement on the whole package.

DO I NEED INSURANCE?

It was not introduced for private individuals, it remains for sharing scooters.

DO THE SCOOTERS HAVE A PLATE?

No. The private ones will not be identifiable. Instead, explains De Lorenzis, “in all the municipalities where there is sharing, the vehicles have an identification code”.

DO YOU NEED A LICENSE TO DRIVE A SCOOTER?

No. The proposal of the driving schools was not accepted. Instead, a guided tour for rental vehicles will be mandatory.

SHOULD SCOOTERS HAVE ARROWS?

Yes, gradually. De Lorenzis explains: “Those already in circulation must be in order by January 1, 2024. For all the others, the obligation will start from July 1, 2022. Even though I have already received an extension request”.

IS THERE A DOUBLE BRAKE OBLIGATION?

Yes, with the same deadlines.

IS IT POSSIBLE TO DRIVE IN TWO?

No, it was never allowed. Just as it is forbidden to travel against traffic or on the sidewalks.

WHAT WILL THE SPEED LIMIT OF THE SCOOTERS BE?

The maximum speed goes from 25 to 20 kilometers per hour on all urban roads below 50 km / h. In the pedestrian area, the limit of 6 km / h remains. Outside urban centers and on roads with a speed limit above 50, circulation is only permitted on cycle paths or on dedicated routes. De Lorenzis recalls: “In the event of an obstacle or danger for pedestrians, for example in a particularly crowded square, the driver must get off the scooter and drive the vehicle by hand”.

WHAT HAPPENS IF THE SCOOTER ‘MAKEUP’?

“The engine power – recalls the deputy grillino – has been lowered from 2 kilowatts to 1. If it is higher, the confiscation is triggered”.

WHAT RULES FOR PARKING?

For rental vehicles it is allowed on the sidewalks only in the areas set up by the municipalities. And there is the obligation to take photos for sharing vehicles at the end of the journey.

CARS AND PHONES: WHAT RISK?

The sting invoked for years by the grillini has been skipped. They asked for fines ranging from 422 to 1,697 euros – which had to soar up to 2,588 euros for two violations in two years -, with the suspension of the license from one week to two months on the first violation. Instead everything remains as before. Sanctions up to 660 euros; license suspended, from one to three months, only for the second infringement.

CAN I SMOKE IN THE CAR?

Yes. The ban proposal – another workhorse of the Grillini – was rejected. “For now”, adds cryptic De Lorenzis.
