Sports work, here is the ‘correct’ reform: up to 5 thousand euro zero taxes, then two bands

The crossing in the desert to give sports workers protection and social security in a framework of sustainability that does not knock out sports clubs, is close to the finish line. This was confirmed in the conference “Sport moves Italy” organized by the former minister of sport, Vincenzo Spadafora. In fact, among those present was Dario Simeoli, deputy head of the cabinet of the Ministry of Labor who, together with the staff of the undersecretary for sport Valentina Vezzali, worked on the so-called “corrective” decree. In any case, the reform will enter into force on January 1, 2023. “No extension”, Spadafora confirms to the foreign minister, Luigi Di Maio, who in his speech stressed the need to complete the path born in 2020, at the beginning of dramatic period of the pandemic: “When we allocated the refreshments we realized that there was a clear issue of the right to sport: we did not understand how many workers there were in sport, there was a gray area”. In the end, Sport and Health surveyed 208,653 of them through the payment of the contribution. Obviously excluding those who perceived other refreshments. And then they did another job.

And now? The squaring of the circle was found around three bands. From zero to 5 thousand euros neither social security contributions nor taxes will be paid. It is the no-tax area that is being reduced (currently it is 10 thousand euros) to prevent “disguised” work situations without protection. But that includes three quarters of the sports collaborators surveyed at the beginning of the pandemic. From 5 thousand to 15 thousand euros, only contributions will be paid, but not taxes. Over 15 thousand euros a year, taxes and contributions. On the other hand, says the president of the Assocalciatori Umberto Calcagno, “today our world to make a real qualitative leap cannot be based only on volunteering”. But there is also another measure that should allow amateur sports clubs to bear the brunt of the new costs. The ban on profits will be canceled, further raising the percentage (from 1 January it had to be 50 percent, but it will be even higher). Hence catering, merchandising, collateral activities: in this way we will be able to support the turning point that will concern instructors, technicians and amateur sportsmen.

Constraint until 2025?

Gravina and the Federcalcio, together with the proposal of an amendment to lower the age for apprenticeship contracts from 16 to 15 years, ask that the area of ​​subsidized taxation up to 23 years for clubs up to 5 million euros turnover, is also extended to women’s football. On the abolition of the constraint, however, everything should be postponed until January 1, 2025 to allow sports clubs to take measures to the new rules.
