Women and sport, professionalism and protection at work are underway

by admin

Now it is a possibility. The way to professionalism in female sports may be approved by the national sports federations by 1 June 2021, and then become definitive by 31 December 2022. It is one of the many novelties of the publication on the Official Gazette n.67 of 18 March 2021 (in force from 2 April next) of Legislative Decree n.36 of 28 February 2021. The provision (in implementation of article 5 of law 8 August 2019, n. 86) is none other than the long-awaited reorganization and reform of the provisions on professional and amateur sports bodies, as well as sports work. Many news (from labor and social security protections for all workers in the world of sport, to amateur sports associations and clubs, from the abolition of the sporting constraint, to the definition of horse-athlete), but let’s see in detail that of professionalism in women’s sports .

Women’s sports professionalism

The Legislative Decree just arrived in the Official Gazette establishes the “Fund for professionalism in women’s sports” which has a total budget of 10.7 million (2.9 for 2020, 3.9 for 2021 and 3.9 million for 2022 ). Therefore, within 60 days from the date of entry into force (April 2) of the decree published on March 18, 2021, the national sports federations that intend to access the Fund must resolve the transition to professional sporting women’s championships: this must then take place definitively by December 31, 2022.
The national sports federations that will then have approved the transition to professional sporting women’s championships, will be able to submit an application for access to the Fund if the use of the requested funding is aimed at:
– for 2020, in addressing the fallout from the health emergency from Covid-19 . In particular, to the income support and medical-health protection of the athletes, to the sanitation of sports facilities and the renovation of sports facilities;
– for 2021 and 2022, on the other hand, the reorganization and improvement of sports infrastructures, the recruitment and training of athletes, the qualification and training of technicians, the promotion of women’s sport, the economic sustainability of the transition to professional sports and to the widening of the insurance and welfare protections of the athletes.

How to access the fund

By May 2, 2021, the procedures for accessing the Fund will also be defined by decree of the President of the Council of Ministers. National sports federations that have had access to the Fund must submit a report on the use of resources every 6 months, after consulting with sports associations, club associations and coaches’ associations.

Promotion of gender equality

Not only. The Legislative Decree n.36 of 28 February 2021 provides that the Regions, the Autonomous Provinces and the Coni must promote gender equality at all levels and in every structure, favoring the inclusion of women in the management and responsibility roles of sports organizations and within themselves .
Coni will establish by regulation, to be issued by next summer, the guiding principles of the statutes of national sports federations, associated sports disciplines and meritorious associations by indicating:
– the various areas and roles in which to promote the increase in female participation;
– measures aimed at favoring the representation of women in sport.
