The White House has repeatedly stated that it seeks a “stable and predictable” relationship with the Russians, but has repeatedly reiterated allegations that the Russians interfered in last year’s presidential election and the Kremlin is behind a hacking campaign that has penetrated the networks of at least nine US federal agencies.
The Biden administration has also criticized Russia for arresting and imprisoning the opposition leader Alexei Navalny and announced sanctions in March against several Russian middle and senior officials, along with more than a dozen companies and other entities, for the poisoning of Navalny himself in August 2020 and his subsequent incarceration. Navalny returned to Russia a few days before Biden’s inauguration on January 20 and was quickly arrested.
