Urosa was born in Caracas on August 28, 1942 and was ordained in Caracas on August 15, 1967. He received a doctorate in theology from the Pontifical Gregorian University of Rome. Urosa held a number of positions during his lifetime and established an evangelization center. He was also a member of the Priest Council of the Archdiocese of Caracas (1973-1990).
On July 3, 1982, Urosa was appointed by Pope John Paul II as the auxiliary bishop of the Archdiocese of Caracas, and he was promoted to pastor on September 22 of the same year. In March 1990, Auxiliary Bishop Urosa was appointed Archbishop of Valencia, Venezuela. Later, in September 2005, Pope Benedict XVI appointed him as the archbishop of Caracas, and on March 24, 2006, he promoted the archbishop of Urosa to the cardinal.
